Route 84, modifying Program 6.5 (former Program 4.5) to exclude Valley Avenue as a truck route, deleting former Program 4.6 since Foothill Road will remain in its current configuration, deleting former Program 4.7 related to pursuing the extension of Rose Avenue, and adding Program 6.6 to discourage residential driveway access onto collector streets; • Updating Program 7.2 (former Program 5.2), adding new Program 7.3 to design complete streets for all types of travel, amending Program 7.4 to prohibit new gated communities (former Program 5.3), and updating Program 7.5 (former Program 5.4); • Updating Program 8.4 (former Program 6.4) to provide bike lanes on arterials and collector streets, moving former Program 6.5 to the Land Use Element, and adding Program 8.7 related to requiring analysis of traffic safety in traffic impact studies; • Adding new Policy 9 and its programs to work with other jurisdictions to coordinate regional planning efforts; • Modifying Program 10.1 (former Program 7.1) to consider reduced parking standards for shared uses and where proximate to transit; updating Program 10.2 (former Program 7.2) regarding parking at BART; deleting former Program 7.3, adding new Program 10.3 to develop the Downtown portion of the Alameda County Transportation Corridor for pedestrian and parking use, updating Program 10.4 (former Program 7.4), and adding new Program 10.5 to explore locations for trailer-truck parking; • Adding new Goal 3 to protect residential areas from traffic impacts. Adding new Policy 11 and its programs to minimize traffic impacts on neighborhoods. Adding new Policy 12 and its programs to discourage non-residential parking in neighborhood; • Clarifying Goal 4 (former Goal 3); • Adding new Policy 14 to encourage a seamless Tri-Valley transportation system, amending Program 14.1 (former Program 8.1 ), adding Program 14.2 to monitor rail plans, and adding Program 14.3 (from the Energy Element) to encourage car-sharing at BART; • Revising Policy 15 (former Policy 19) to increase trips by alternative transportation modes, updating Program 15.1 (former Program 9.1 ), deleting former Program 9.2, updating Program 15.2 (former Programs 9.3), adding Program 15.4 regarding funding for alternative transportation, and moving Program 15.6 from the Energy Element to encourage fuel- efficient buses; • Clarifying Policy 16 (former Policy 10) and its programs; • Clarifying Policy 17 (former Policy 11) and its programs while adding new Program 17.5 to support the new Rapid Bus Program; • Clarifying and updating Policy 18 (former Policy 12) and its Programs 18.1 to 18.3 (former Programs 12.1, 12.5, and 12.6, respectively) while deleting former Programs 12.2, 12.3, and 12.4, as they are outdated; • Adding Policy 19 to continue and expand ACE service and revising Program 19.1 which was moved from the Energy Element; Page 3
