ATTACHMENT 1 <br />Summary of Changes to the Draft Circulation Element <br />The proposed changes to the background text of the Draft Circulation Element <br />are indicated in the red-line version in Attachment 3. These changes include: <br />• General editing, updating, and reorganizing of background material from <br />the 1996 General Plan; <br />• After the Purpose, adding a section on Sustainable Development and <br />Planning; <br />• Updating of the Streets and Highways section; <br />• Under Description of Existing Roadway Network, updating discussion of <br />regional roadway facilities, including discussion of the intersection of the 1- <br />580/1-680 interchange as well as the realignment of State Route 84 and <br />the addition of truck-climbing lanes near I-680. The local roadway <br />network, including the addition of eight arterials, has also been updated; <br />• Under Existing Roadway Standards, updating the discussion of local <br />roadway standards; and discussing exceptions to the level-of-service <br />(LOS) standards in the Downtown and at gateways to Pleasanton; <br />• Adding a Parking section including discussion of on-street parking and the <br />residential permit parking program; and discussing off-street parking <br />requirements and park-and-ride lots; <br />• Updating Existing Traffic Conditions by adding information about ranking <br />of and reasons for regional traffic bottlenecks, alleviation of bottlenecks, <br />increased traffic volumes due to growth within Pleasanton, peak-period <br />traffic extending beyond one hour to up to two hours, and traffic <br />congestion due to school traffic; <br />• Adding a discussion about Traffic Safety; <br />• Updating the Traffic Projection Model and the Future Traffic Model Runs <br />sections to discuss the current model used for this General Plan update. <br />The update also includes renaming "Future Traffic Conditions" to <br />"Buildout Traffic Conditions" and rewriting this section to reflect the <br />changes expected in the future; <br />• Adding a new section on Proposed Regional Roadway Improvements, <br />including regional funding and projects to be developed using the <br />Tri-Valley Transportation Development Fee; <br />• Updating the Proposed Local Roadway Improvements section and adding <br />a discussion of local funding (TIF); <br />• Making minor edits to the Proposed Traffic Management Improvements <br />section; <br />• Updating the Potential Problem Intersections and Mitigations section to <br />discuss needed mitigation measures; <br />• Deleting the Proposed Funding Mechanisms section as funding is now <br />discussed under proposed regional and local roadway improvements; <br />Page 1 <br />
