Any structure in any area or location determined by the Fire Chief to be a high fire <br />hazard. High fire hazard area shall be defined as those areas beyond five minutes <br />driving time of fire apparatus from the fire station searing those particular districts; or <br />areas determined by the Fire Chief to be either high hazard areas or extreme hazard <br />areas based on steepness of slope and/or fuel loadings from combustible plant <br />materials as set forth in the Safety Element of the General Plan. <br />5. In every story or basement of all buildings when the floor area exceeds 1,500 <br />square feet (139.4 m2) and there is not provided at least 20 square feet (1.86 m2) of <br />opening entirely above the adjoining ground level in each 50 lineal feet (15 240 mm) or <br />fraction thereof of exterior wall in the story or basement on at least one side of the <br />building. Openings shall have a minimum dimension of not less than 30 inches (762 <br />mm). Such openings shall be accessible to the fire department from the exterior and <br />shall not be obstructed in a manner that firefighting or rescue cannot be accomplished <br />from the exterior.
