March 23, 2006 <br />Page 2 <br />(3) Develop a generalized terrain model of the sites and surrounding vicinity (up to an <br />approximate 5 mile radius). <br />(4) Based on terrain and project modeling, produce a generalized cumulative viewshed <br />map showing areas from which at least two of the three projects would be potentially <br />visible. <br />(5) Conduct additional site reconnaissance and shoot additional site photography to <br />document existing cumulative viewshed conditions if warranted based on results of <br />viewshed modeling (assume up to 12 new photos). <br />A2. If the work completed in Part A1, Tasks 3, 4, and 5, indicates that two or more of the <br />projects would be visible from ground-level vantage points offthe sites, authorization will <br />be requested for funds to complete the following additional tasks: <br />(6) Environmental Vision will develop a work plan and budget for preparing cumulative <br />visual simulations to show the appearance of the Oak Grove development with one or <br />both of the other developments. <br />(7) Environmental Vision will prepare a qualitative evaluation of cumulative visual <br />effects associated with the three proposed residential developments. Selected photos <br />may be used to illustrate the text. <br />C. AIR QUALITY <br />The methodology for air quality analysis considers the cumulative context in the Air Quality <br />Management District (AQMD) modeling approach. The EIRs for the respective projects use the <br />AQMD modeling approach and therefore take into account all projects included in the community's <br />future transportation scenario. There will be no separate cumulative analysis of the three projects <br />independent of this overall cumulative air quality analysis. <br />D. BIOLOGICAL RESOURCES <br />The analysis of the cumulative biological impacts of the Oak Grove, Lund 2, and Greenbriar/Spotorno <br />residential developments on biological resources will be conducted by WRA. <br />This analysis would require a level of effort considerably beyond that involved for the other CEQA <br />topics. There are several reasons for this difference in scale, including: (1) the need to address a Study <br />Area that covers not only the parcels included in the three projects but also lands between them and <br />adjoining them, particularly in undeveloped areas south of the City limits, (2) a likely increase in the <br />number of species involved, due to the larger area of analysis, and (3) the need to address corridors of <br />wildlife movement within this larger area of analysis (between the project sites and offsite areas, <br />between the project sites utilizing corridors crossing offsite lands, and between offsite areas crossing <br />one or more project sites). <br />~, ,.:~~ ~ ,:rar.t.._ ;ttt.-. ~:;r: `}s:ui,c^ C';~, 9•i~(g ~ ~,:r~ •:~, li,~`l3 ~;,~ 11 1 .y <br />
