EXHIBIT B CUMULATIVE ANALYSIS OF THREE PROJECTS IN SOUTH PLEASANTON: A PROPOSAL TO THE CITY OF PLEASANTON L PURPOSE": ~ ~`_4,..~ ~ ~- Mundie & Associates (M&A) is pleased to submit this proposal to support the Environmental Impact Reports (E1Rs) on the proposed Oak Grove, Lund 2, and Greenbriar/Spotorno projects by undertaking a cumulative impact analysis of the three South Pleasanton projects collectively. The product of this effort would be incorporated into each of the three project E]Rs to address issues identified via the scoping process: potential impacts to which any two of the three projects, or all three, would contribute. Part 2 of this proposal presents the proposed scope of the cumulative analysis and Part 3 presents the budget. A. AESTHETICS The analysis of cumulative visual resources will be conducted by Environmental Vision. It will cover all three sites, including, in the case of the Greenbriar/Spotorno site, the proposed Bypass Road in the alignment proposed by Greenbriar). Environmental Vision's proposed cumulative scope is as follows: Evaluate the cumulative visual effects associated with three proposed residential developments located in south Pleasanton: Oak Grove, Lund 2 and the Greenbriar/Spotorno project. This work will be undertaken in two parts. In the first part (A1), EV will determine the areas from which at least two of the three projects would be visible and, within those areas, points of view (if any) generally available to the public, which might be selected for use in visual simulations. Note that such simulations would be at ground level; no aerial views are proposed. In the second part (A2), suitable viewpoints would be chosen for purposes of preparing simulations and simulations would be prepared and documented for use in the environmental review of cumulative impacts. A 1. The following work, included in the proposed budget, will be completed: (1) Collect data including site boundary maps and proposed site plans for each of the three projects.
