research necessary to determine prevailing public and <br /> private sector practice with respect to wages and other <br /> conditions of employment, to provide the data required <br /> for effective review of union proposals, and for the <br /> preparation of management proposals and/or <br /> counterproposals. <br /> <br />C. Consults as often as necessary with the City Manager and <br /> Personnel Director (or his/her designated <br /> representative) to determine his/her judgment on the <br /> direction and objectives of negotiations with such <br /> employee organizations as the jurisdiction has <br /> recognized or may hereafter recognize for purposes of <br /> "meeting and conferring." <br /> <br />D. Meets as often as necessary with the City Council to <br /> report on the status of negotiations, make <br /> recommendations, and receive instructions on the <br /> permissible composition of the proposed settlement of <br /> any negotiation. <br /> <br />E. Meets and confers on behalf of the jurisdiction with <br /> each employee organization to the end of arriving at a <br /> mutually satisfactory resolution of union and management <br /> proposals. <br /> <br />F. Prepares written memoranda of understanding in a form <br /> and manner approved by the City Council and the City <br /> Manager. <br /> <br />G. Assists the jurisdiction in preparing for and surviving <br /> any economic action anticipated or taken by an employee <br /> organization if a settlement satisfactory to the <br /> jurisdiction cannot be achieved in earlier phases of the <br /> meet and confer process, while continuing attempts to <br /> achieve a satisfactory resolution of he dispute. <br /> <br />H. Advises management with respect to such grievances as <br /> may arise during the term of any memorandum of <br /> understanding or agreement with any employee <br /> organization; and, if requested, participates in or <br /> conducts grievance meetings on behalf of management. <br /> <br />I. Advises management with respect to proposed disciplinary <br /> actions; and if requested, represents management in <br /> administrative disciplinary appeals. <br /> <br />J.
