James R. Walker
January 26, 1987
Page 2

fiscal information and the most useful formats for reporting
that information. The fiscal model will than be modified to
produce the data in the form most useful to the City, and
updated forecasts will be run and summarized in this format.
We will also investigate the availability of information that
would support the quantification of service levels in the
City and incorporate that in the update report to the extent
possible. The updated information will be presented in a
final report to the City.

The work described above will complete the update for

1986-87. Early in 1988, GG+A will begin work preparatory to
the next annual update. At this time, it is difficult to
foresee how the City's information needs might change in
response to specific issues, how the structure of City fi-

nances may have changed or the degree to which development
projections and other important assumptions and parameters
may need to be reviewed and revised. Therefore, we propose
that each year, subsequent to 1987, we begin the update with
a reconnaissance that would identify relevant fiscal issues
and areas wher'~ updating and/or additional research data
would be required. The output of the reconnaissance would be
a report summarizing the fiscal trends and issues that the
update should address, the specific areas where data updating
and/or research will be required, and the amount of time and
