Box 520 <br />Pleasanton, CA 94566-0802 <br /> <br />Dear Jim: <br /> <br />Gruen Gruen + Associates is very pleased to submit this <br />proposal to provide annual fiscal updates and revenue/cost <br />projections to assist the City in its budgetary and fiscal <br />policy decisions. Over the last four years, GG+A has worked <br />extensively with City staff in analyzing fiscal issues and <br />has developed a model of the City' s finances to serve as a <br />tool in conducting fiscal analysis. The work program set <br />forth in this proposal would build on the capital and exper- <br />tise developed in previous studies to provide the information <br />needed by the City to make informed fiscal policies that <br />reflect changing economic conditions and city government <br />characteristics over time. <br /> <br />APPROACH <br /> <br />GG+A recently completed a work program that updated the base <br />data and development assumptions needed to make fiscal fore- <br />casts for the City. In the process of completing that study, <br />modifications were made to the accounting procedures and <br />reporting formats of the Pleasanton fiscal model.
