10. That any existing wells on the site other than <br />the City well be sealed in accordance with Alameda <br />County Flood Control District requirements prior <br />to grading on the site. <br />11. That the developer provide adequate storm drain- <br />age for the City well site. <br />12. That the developer provide adequate fire protection <br />by combination of on-site and street fire hydrants. <br />The number, type and location of these hydrants <br />shall be to the specifications of the City Engineer. <br />13. That developer pay any and all fees that the parcel <br />may be subject to. <br />14. That a median opening be allowed on Hopyard Road <br />for the northerly driveway and that this median <br />opening be designed to allow only for left turn <br />traffic into the proposed shopping center for <br />southbound vehicles on Hopyard Road and to speci- <br />fically preclude traffic exiting from the proposed <br />shopping center from turning left (southbound) <br />onto Hopyard Road. <br />15. That a median opening on Valley Avenue be allowed <br />and that this median opening be designed to allow <br />only for left turn traffic exiting from the pro- <br />posed shopping center onto Valley Avenue (eastbound) <br />and to specifically preclude left-turn traffic <br />from Valley Avenue (eastbound) into the proposed <br />shopping center. <br />16. That this median opening be constructed at appli- <br />cant's expense to full city standards. <br />17. That all channelization, striping, dotting and <br />signing that is necessary to effect this traffic <br />circulation plan be done at applicant's sole expense. <br />18. That the development meet all requirements of the <br />Alameda County Flood Control District regarding <br />work in or adjacent to the Pleasanton Canal. <br />19. That the developer provide off-set sidewalks at <br />all utility obstructions in the Hopyard Road im- <br />provements in order to provide a 10 ft. clear <br />sidewalk. <br />20. That the developer submit a building permit, survey <br />and site development plan in accordance with the <br />Survey Ordinance (Article 3, Chapter 3, Title II) <br />and that these plans be approved by the Director <br />of Engineering Services prior to the issuance of <br />a building permit. <br />21. That the site development plan include all required <br />information to design and construct site grading, <br />paving, drainage and utilities. <br />22. That the paving sections for the parking and <br />drive areas be designed on the basis of an R <br />Value test and a Traffic Index to carry the anti- <br />cipated traffic loads.
