the Planning Commission found that the project would <br />have a significant adverse effect on the environment <br />but that there are overriding economic and social <br />reasons for approving the project; and <br />the Planning Commission made the following specific <br />findings: <br />1. That the EIR, including all the supplements, meets <br />the requirements of CEQA. <br />2. The following mitigation measures need to be met: <br />a. That the residences be constructed to meet <br />the P.G.&E. Energy Conservation Home Standards <br />(P.G.&.E. estimated that their standards <br />could be met for about $100 a home in 1976). <br />b. That notice of the beginning of construction <br />be given to the residents living in homes on <br />Del Valle Parkway one week in advance of the <br />start of the earthmoving activities. <br />c. That the haul route to the site be approved <br />by City staff and that a temporary haul road <br />be used on site to minimize construction <br />traffic on Del Valle Parkway adjacent to <br />existing residences on that street. <br />3. A finding of significant adverse impact has been <br />found as detailed in the various impact sections <br />of the EIR and specifically as follows: <br />a. Loss of open space and agricultural land; <br />b. Incremental increases in air pollution, noise <br />levels in the neighborhood, and surface runoff <br />upstream of a flood prone area; <br />c. Increased need for City services, including <br />sewage treatment capacity in the Sunol Sewage <br />Treatment Plant; <br />d. Despite the recommended level of energy usage <br />mitigation measures, energy usage will be sub- <br />stantial; and <br />e. Construction stage impacts of noise, air pol- <br />lution, and inconvenience to those neighboring <br />residents. <br />-2- <br />
