4. The Planning Commission recommends that the <br />boundaries of the area significantly affected <br />are those set forth on Page 21, second paragraph <br />of Volume II of the EIR, Section VII "Boundaries <br />of the Area Which May Be Significantly Affected", <br />found that the project would result in significant <br />adverse environmental impacts but that there are <br />overriding social and economic considerations, <br />including provision of housing, tax benefits to <br />the City and compliance with the General Plan, <br />balancing the environmental damage. <br />THEREFORE, THE PLANNING COMMISSION RESOLVES AS FOLLOWS: <br />1. Recommend to the City Council acceptance of the <br />environmental impact report with supplements. <br />ion 2.
