The following <br />pass-by rates were assumed in the analysis: <br />AM Pass-by Rate -None <br />PM Pass-by Rate - 48% <br />Weekday Project Trip Distribution and Assignment <br />The project distribution for the Johnson Home Depot is based on field observations of <br />existing travel patterns with 58% of the trips originating north of the site (from I-580 or <br />Dublin), 12% originating west of the site, 10% originating east of the site, and 20% of <br />the trips originating south of the site. <br />If the Johnson Home Depot were to closed, the trip distribution for the Stanley Home <br />Depot is expected to change for the Existing plus Approved plus the Stanley Home <br />Depot without the Johnson Home Depot scenario. The Johnson Home Depot trips will <br />be eliminated and some of the Stanley Home Depot project trips will originate from the <br />area of Pleasanton that was served by the Johnson Home Depot. With the change in <br />distribution, approximately an additional 30 percent of the Stanley Home Depot trips <br />were assumed to originate west of Hopyard Road and Valley Avenue to simulate where <br />patrons of the Johnson Home Depot would now become patrons of the Stanley Home <br />Depot. The revised Stanley Home Depot trip distribution without the Johnson Home <br />Depot during the AM peak includes 5% of the trips originating east of the project site, <br />24% of the trips originating west of the project site, 8% of the trips originating south of <br />the site, and 63% of the trips originating north of the site. The PM peak distribution <br />includes 11 % of the trips from the east, 29% of the trips from the west, 17% of the trips <br />from the south, and 43% of the trips originating from the north. <br />Shifts in traffic distribution as described above results changes in traffic levels and delay <br />at study intersections. For example, traffic and delay increases at intersection #5 while <br />traffic and delay decreases at intersection #6. <br />WEEKDAY LEVEL OF SERVICE TRAFFIC CONDITIONS <br />Traffic operations were evaluated under the following weekday development conditions: <br />Existing + Approved Traffic Conditions <br />Existing + Approved + Stanley Home Depot Traffic Conditions <br />Existing + Approved + Stanley Home Depot -Johnson Home Depot Traffic <br />Conditions <br />Results of the analysis are presented in Table 5. Additional detail is provided in the <br />Appendix.
