Because the Johnson Home Depot is an existing <br />use, in-person interviews would need to be conducted and a cordon count would need <br />to be taken in order to determine an accurate internal capture reduction. Because this <br />data was not readily available, no internal capture reductions were assumed. <br />The existing Johnson Home Depot site will create a specific number of vehicle trips; <br />nevertheless, many of the trips will already be on the road and will likely stop as they <br />pass by the site. Some vehicles are likely to stop as they pass by the Johnson Home <br />Depot as a matter of convenience on their path to another destination. These are not <br />new vehicle trips but are considered to be pass-by trips. Pass-by trips were calculated <br />based on data published in ITE's Trip Generation Handbook, 2nd Edition which includes <br />weekday PM information. <br />To be consistent with the trip generation assumptions noted earlier, weekday PM pass- <br />by reductions were based on Home Improvement Superstore (Land Use 862) (i.e., <br />48%).
