the existing street network and existing land uses plus approved development
projects. Using the Stoneridge Drive Extension, EZ Charro Rd., and East Pleasanton
land uses in t1~e analysis is considered a "build-out" or General Plan level analysis,
1NhICh is conducted with the General Plan Update and with annual traffic baseline
reports. The traffic analysis conducted with the General Plan Update indicates,
however, that the Stoneridge Dr. Extension would reduce traffic volumes on Valley
Ave.
• Clarify what the implication to the level of service (LOS) at the Santa Rita/Valley
intersection with the new Home Depot with and without the triple southbound left
turn lane from southbound Santa Rita Rd. to eastbound Valley Ave. added. If the
Johnson Dr. Home Depot is closed, what would the LOS be at that intersection, with
and without the triple left turn lane?
The original Home Depot Ti^affic Report was completed in July of 2006. The triple
southbound left ~1~as identified as a necessary mitigation to bring the intersection to
LOS D, and was included in all traffic model runs. The supplemental report also
includes Santa Rita @ Valley with a triple sout7~bound left turn. The table below
shows the levels of service with the various Home Depot scenarios.
Santa Rita @ Valley LOS
Santa Rita @ Valley LOS 1 wblt + 2 stilt
AM delay PM delay with 2 wblt
,9M del PM delay with 2 wblt + 3 stilt
AM del ~ PM delay
Existing + ap roved D 43.8 F 96.4 D 37.1 F 90.4 C 34.9 D 53.0
Existing + approved + Staple D 45.5 F 97.6 D 37.6 F 91.5 D 35.1 D S3.S
Existing + approved + Stanley
- .Iolvnson
D
46.7
F
98.4
D
38.3
F
92. S
• What is the alternate mitigation for that intersection?
The original Honze Depot Ti^affic Report (July 2006) used the 2003 traffic model.
The 2006 traffic model shows a loN~er and more accurate southbound left turn
volume;, however, the intersection continues to perform at sub LOS D until the
mitigations in the General Plan are constructed. An appropriate mitigation to return
this intersection to LOS D remains the triple southbound left turn for existing
+approved.
• What is the incremental weekend traffic impact, especially during the summer, with
and without the Shadow Cliffs water slide expansion? Weekend traffic analysis is
needed.
The weekend traffic analysis, 11~ith/without California Splash and with/ivithout the
Johnson DT^ive store, shows little difference among these scenarios. Refer to the
Supplemental Ti^affic Analysis for details.
