The only significant change in delay ~~~as identified when intersections were <br />compared with and without the waterslide park. The intersections of Stanley at <br />Valley/Ber°nal and Bernal at Valley Izad reductions in level of service and increases in <br />delay in the weekend AM Peak (11 AMto 1:00 PM). <br />Identification of appropriate mitigations were not included in the supplemental traffic <br />study scope of work; Izowever, staff's revie~~~ of the Stanley at Valley/ Bernal and <br />Bernal at Valley intersections indicates that modifying the signal timing ~~~ould return <br />these intersections to acceptable levels of service during the weekeJZd peak if the <br />~~~aterslide park is operating. Both of these locations have mitigations to address the <br />~~~eekday level of service, but these mitigations are not necessary to provide an <br />acceptable weekend level of service. <br />• What mitigations have been planned to protect the safety of children riding bicycles <br />past the site to the BMX park? <br />The p~°oject developer is required to install a 10 ft. wide sidewalk on Stanley and an 8 <br />ft. wide sidewalk on Bernal. These sidewalks are in addition to the bicycle lanes <br />being provided within the streets; the sidewalk on Stanley Blvd. is wide enough to <br />accommodate pedestrians and children on bicycles. <br />• What is the supporting data that building this Home Depot would reduce cross-town <br />trips? <br />The PRC report states that the proposed store will generate its strongest sales i~z the <br />neighborhoods adjacent to the site and in the eastern portions of Pleasanton, and that <br />projected sales are the lowest in the northern portions of the trade area. To the <br />extent that Home Depot shoppers in neighborhoods adjacent to the site and in east <br />Pleasanton would likely choose to shop in the proposed store ~~~hiclz is much closer to <br />their homes, cross-town traffic would be reduced. <br />• Consider traffic generation for different commercial uses (grocery store, smaller <br />home improvement store) based on traffic distribution patterns as well as trip <br />generation rates. <br />The Supplemental Traffrc Analysis considers three alternate land use scenarios -- a <br />shopping center anchored by a 65, 000 square foot superman°ket, a shopping ce~zter <br />anchored by a 40, 000 home improvement store, and a 240, 000 auto service center. <br />The grocery stogy-e alternative shows a slight reduction in weekday am traffic but an <br />increase in weekday pm and weekend am and pnz trips; the smaller home <br />improvement store shows a small decrease in weekday am trips, about the same <br />number of ~~~eekday pnz trips, and smaller number of weekend trips; the auto service <br />center alternative would produce a substantial increase in traffic at all times. <br />• Will a traffic signal at Bernal Ave. and Kottinger Dr. be provided with this project? <br />
