Staff has identified a series of questions regarding these economic impacts and ~voi~ld like to know if the <br />public has any further questions to be explored on this topic. Staff has invited the owners of existing <br />home improvement-type stores in Pleasanton to this meeting. <br />It is important to note that the extent to which staff can analyze economic data depends on the <br />willingness of Home Depot to share information such as its existing and projected gross revenues. Such <br />information is confidential by law, and the City has no ability to provide this information unless <br />authorized by that business. If this information is provided, then staff will analyze it and may decide to <br />retain an economicifiscal consultant to provide peer review of the data and additional analysis of the <br />data as to the economic impacts on other businesses in the community. However, if Home Depot <br />concludes that it cannot provide the required information due to reasons such as competition with other <br />businesses in the area, then the City will not be able to respond, except in a general way as staff has <br />done to date, to these types of economic questions. <br />Traffic: Although a full traffic analysis was prepared for the project, some additional concerns have <br />been expressed. As may be seen on the attached list, these questions relate to traffic changes resulting <br />from the potential closure of the existing Home Depot store (which the applicant has indicated will not <br />occur), weekend traffic, and truck traffic. Staff's traffic consultant, Dowling Associates, prepared the <br />initial traffic study which included running a computer model of the city, and it will be asked to conduct <br />a follow-up model run if determined to be needed by the City's Traffic Engineer. <br />Operational Issues: Concerns were expressed as to how the shopping center developer/owner and <br />tenants would operate the center so as not to impact neighboring uses and other areas of the City, and <br />how the City would enforce the special conditions that are placed on the center. A primary issue is truck <br />traffic and the restrictions placed on the project to ensure that delivery trucks would not use unapproved <br />truck routes which would impact nearby neighborhoods, such as homes adjacent to Valley Avenue near <br />Santa Rita Rd. The staff work group has developed a set of questions which would frilly explore such <br />impacts and ways to mitigate them. <br />Conclusion: <br />.At the meeting, staff will review the draft list of questions with members of the public, which will have <br />the opportunity to comment on the list of questions and to request that additional issues be addressed as <br />part of this process. Staff will then return at a future meeting to discuss the responses to these questions. <br />When staff is satisfied that all the data that can be collected has been collected and analyzed, the <br />proposed project will be placed on the City Council agenda for final action. <br />
