ATTACHMENT 4 <br />THE CITY OF <br />. ~' ~ <br />CCi7iC ~~A ~r 1111 iidil) <br />L~~S~4NTON® <br />MEMORANDUM <br />Date: July 26, 2007 <br />From: Jerry Iserson, Director of Planning and Community Development <br />Subject: Public Meeting on the Proposed Regency Centers/Home Depot Project <br />Background: <br />On May 15, 2007, the City Council held a public hearing on Regency Center's proposal fora 193,481 <br />sq. ft. commercial center, including a Home Depot, Longs Drugs, and tenant spaces for other retail <br />shops and restaurants on the property located at the intersection of Stanley Boulevard/Bernal <br />Avenue/Valley Avenue. After holding the hearing, the Council voted to approve this project subject to <br />conditions of approval by introducing the ordinance for approval. However, when the project <br />subsequently returned to the Council for the second reading of the ordinance, staff felt that there were <br />still some issues that needed some clarification.. Therefore, the item was continued to enable staff to do <br />additional research on these issues. Staff then formed an internal work group to identify and clarify <br />these remaining issues, and would like to ensure that the public has ample opportunity to be included <br />and to provide input. After obtaining the additional information, staff will place this item back on the <br />Council agenda for final action. <br />The staff work group has met to assemble a list of questions and issues which it believes need further <br />research and discussion. These questions include those that were raised by members of the public <br />during the review process; this list is attached. The purpose of this meeting is to provide an <br />opportunity for the public to review and comment on the list of questions and to identify other <br />potential questions for the work group to address. After the staff work group has an opportunity to <br />respond to these questions, another public meeting will be scheduled to discuss the responses. When <br />this process is concluded, staff will bring the development proposal back to the City Council for final <br />consideration. <br />Discussion: <br />As can be seen on the attached list, the major remaining issues generally involve the consequences of <br />Laving t~vo Home Depot stores in Pleasanton and the economic impacts of the proposed new Home <br />Depot to existing businesses in the community, traffic impacts beyond those addressed in the traffic <br />analysis conducted for the project, and operational issues of the proposed center at this location. <br />Economic Issues: Staff addressed economic and fiscal issues during the previous review process. <br />However, other related questions regarding opening a second Home Depot store in Pleasanton and <br />potential consequences of that, such as the status of the existing store on Johnson Drive and the impact <br />to smaller, existing home improvement-type stores in Pleasanton, were asked at the Council meeting. <br />
