BACKGROUND <br />The City's Capital Improvement Program includes projects for the construction of a <br />second bridge over Arroyo Del Valle (CIP No. 995067), Bernal Avenue widening from <br />Vineyard Avenue to Arroyo Del Valle (CIP No. 005029), the installation of a new traffic <br />signal at Bernal and Vineyard (CIP No. 025018), and the partial construction of the Del <br />Valle Parkway Water and Sewer Improvements (CIP No's 941015 and 902028). <br />The work has been completed on these projects with the exception of the new bridge, a <br />sewer line across the Arroyo suspended on the old bridge, and the remaining roadway <br />improvements on Bernal Avenue. To allow the construction to move forward, <br />environmental permits must be obtained, necessitating the need for a consultant to <br />prepare plans to obtain the permits. <br />Over the past three years, Mosaic Associates has been providing environmental <br />services on the Bernal Bridge project to obtain required environmental permits including <br />intensive research and identification of potential mitigation sites. This work was minor in <br />scope and resulted in environmental permit submittals. <br />As a result of the environmental agencies' review of the regulatory permits, staff has <br />learned that there is a requirement for wetland mitigation and California Red-legged <br />Frog mitigation. Suitable sites have been identified and permitting agencies have <br />agreed in concept to the preliminary plans prepared by Mosaic Associates as part of its <br />existing contract. However, the development of the mitigation plans will require a large <br />effort. In addition, because of the specialized environmental and hydraulic/civil <br />engineering required for the mitigation measures, a consulting firm is necessary to <br />perform detailed mitigation plans and to provide construction support for mitigation <br />related issues. <br />DISCUSSION <br />Consultant Selection <br />Mosaic has presented a proposal for assisting the City in obtaining the required permits, <br />preparing wetland and riparian restoration plans, and mitigation plans, which include <br />hydrologic analysis and development of grading plans, final improvement plans, <br />preconstruction surveys, construction monitoring, and post-construction mitigation <br />monitoring and reporting for this project. <br />Mosaic Associates has provided the City with excellent environmental services on its <br />current contract and on other similar projects and understands the project scope of <br />work. Furthermore, Mosaic has prepared a conceptual plan which was agreed to by the <br />Page2of3 <br />
