various regulatory agencies. Due to their ongoing involvement with the project over the <br />last three years, their understanding of the intimate details and challenges associated <br />with the mitigation sites, and their submitted proposal, staff recommends Mosaic <br />Associates as the most qualified firm to provide services for this project. Mosaic has <br />proposed to perform this work fora "not-to-exceed" amount of $183,323. Staff has <br />reviewed the tasks and associated fees and found these fees to be reasonable. <br />Contract Scope of Work <br />The contract between the City and Mosaic Associates is attached (Attachment 1) and <br />includes the scope of work for the subject project, Exhibit A, and the hourly rate <br />schedule, Exhibit B. <br />A summary of estimated costs and a summary of the estimated consultant staff hours <br />for these tasks is included in the attachments. Compensation for these tasks will be on <br />a time and materials basis, with anot-to-exceed cost of $183,323. Staff will submit any <br />necessary contract amendments to Council for approval prior to initiation of remaining <br />tasks 13, 14, 15, and 16, which cover mitigation monitoring and reporting as required by <br />the environmental permits. The length of monitoring and reporting is unknown at this <br />time and will be established as part of the environmental permit issuance. The most <br />recent permits issued have extended the monitoring and reporting requirements out to <br />10 years. Since these tasks would commit the City to a long-term contract, staff would <br />like the flexibility to evaluate the consultant's performance on a yearly basis and <br />therefore recommends that these future tasks be handled as contract amendments. <br />Submitted by: Fiscal Review: Approve by: <br />~ ~ ~.~~ <br />Rob Wilson David P.
