18 <br />THE CITY OF <br />~.! -x mom .~~ 1_0.0.. <br />pL£~S~4NTON® CITY COUNCIL AGENDA REPORT <br />1 <br />December 4, 2007 <br />Public Works Department <br />TITLE: APPROVAL OF A CONSULTANT AGREEMENT IN THE AMOUNT OF <br />$183,323 WITH MOSAIC ASSOCIATES TO PROVIDE ENVIRONMENTAL <br />AND ENGINEERING SERVICES FOR THE BERNAL AVENUE BRIDGE AT <br />ARROYO DEL VALLE, CIP NO. 995067 <br />SUMMARY <br />The plans and specifications for construction of the Bernal Avenue Bridge at Arroyo Del <br />Valle (near Vineyard) have been completed by Biggs Cardosa Associates. However, <br />before the construction phase of the project can proceed, a nationwide 401 permit from <br />the U.S. Army Corps of Engineers must be obtained. Final environmental mitigation <br />design plans are necessary for permit approvals. The proposed consultant contract with <br />Mosaic Associates will provide the professional services, including environmental <br />specialists, hydrologists and civil engineers, necessary to obtain the 401 permit. <br />RECOMMENDATION <br />Approve the attached professional design services agreement with Mosaic <br />Associates to provide environmental and engineering services in the amount of <br />$183,323 for the subject project. <br />2. Authorize the City Manager to execute the subject contract. <br />FINANCIAL STATEMENT <br />Funds for the construction project were allocated in fiscal years 1999-00, 2000-01, <br />2001-02, and 2002-03, with a current project balance of $1,926,000 between CIP Nos. <br />995067 (Bernal Avenue Bridge) and 005029 (Bernal Avenue Widening). Additional <br />project funding is proposed in the fiscal year 2008-09 budget in the amount of <br />$2,819,000. It is proposed that funding for the Mosaic contract come from CIP No. <br />995067. <br />
