Task 9. Preconstruction Surveys, and Tailgate Training, Bernal Bridge and Mission Creek <br />Sites <br />The following preconstruction surveys are required by the EIR conditions of approval, the B.O. <br />issued by the USFWS, or are expected to be required as conditions of the permits issued by the <br />USACE, RWQCB or CDFG: <br />• Two-visit site surveys for California red-legged frogs to be conducted two weeks prior to <br />construction, for Bernal Bridge at Arroyo del Valle (B.O.) <br />• Flag location of orange construction fencing around riparian and freshwater marsh habitats <br />at the perimeter of the construction site, Bernal Bridge (BIO-1 b and BIO 2b) <br />• Survey the site for western pond turtles within 24 hours of start of construction, Bernal <br />Bridge (BIO-4) <br />• Survey for middens of San Francisco dusky woodrats, and nesting raptors, including <br />burrowing owls and other migratory birds to be conducted one or two weeks prior to the <br />start of construction at each site, Bernal Bridge (BIO-5, BIO-6 and BIO-7) and Mission <br />Creek (burrowing owl survey required per l 0-15-07 Memo by Janice Gan); <br />• Tailgate training session for all construction personnel on the potential for special-status <br />species, and project-specific requirements for their protection, Bernal Bridge (BIO-3) <br />if additional surveys not listed in this task are required, or if delays in construction activities require <br />repeat surveys, we will request budget augmentation. We have not included budget for the <br />relocation of any special-status species that could be detected during the conduct of the surveys, or <br />nest monitoring. <br />Task 10. Construction Monitoring at Bernal Bridge, Aquatic Salvage <br />As required by the B.O. aService-approved biologist will monitor habitat disturbance activities <br />until they are complete. In the absence of a construction schedule, and without independent <br />verification of this approach by the USFWS, we are assuming that habitat disturbance is restricted <br />to the installation of cofferdams and bypass pipe, removal of vegetation from the work zone, and <br />installation of construction and silt fencing, and that this work will be completed in not more than <br />five days. Salvage of aquatic organisms from isolated pools after the installation of the cofferdams <br />will be completed during biological construction monitoring. Ifadditional construction monitoring <br />is required, we will request budget augmentation. <br />Task 11. Year 1 Mitigation Monitoring and Reporting (2009) <br />We have assumed that construction of the Bernal Bridge and the Mission Creek mitigation site will <br />be conducted during the summer of 2008, and that planting will take place in the fall of 2008. <br />Monitoring methods and performance criteria will be fully described in the Mitigation Plans (Tasks <br />4 and 5), but will include the collection of plant survival, height and cover data at both sites, and <br />hydrologic data at the Mission Creek site. <br />Biological performance-based monitoring of the wetland and riparian mitigation sites will be <br />conducted during not more than three site visits per year. We will notify the City and the landscape <br />contractor of the need for maintenance activities to help ensure good site performance, but the <br />landscape contractor or City staffwill be responsible for active site management and maintenance, <br />including routine site visits to operate and maintain the irrigation system and implement weed <br />City of Pleasanton/proposal7rev2 <br />
