Final Wetland and Riparian Mitigation Plan, Mission Creek <br />A final wetland and riparian mitigation plan will be prepared to describe the creation of 1.0 acre of <br />perennial wetland habitat and creation/restoration of approximately 1.2 acres of riparian habitat <br />surrounding the Mission Creek wetland. The final wetland and riparian mitigation plan will be <br />based on the conceptual plan submitted to the USAGE, CDFG and the RWQCB in June 2007, but <br />will describe the creation of additional low-lying areas surrounding the wetland in which riparian <br />habitat will be created. We will review additional ground-water monitoring data collected by the <br />City and/or Zone 7 Water Agency to evaluate ambient water table conditions. <br />The plan will describe habitat types and areas created to mitigate for the Bernal Bridge project, as <br />well as the excess wetland acreage that will be used to mitigate for a future City of Pleasanton <br />project. The plan will be prepared in a format suitable for presentation to the agencies, and will <br />describe mitigation site creation, soils, hydrology, site preparation, planting and seeding, <br />maintenance, monitoring and reporting, and performance standards. Following approval by the City, <br />this plan will be submitted to the USAGE, RWQCB, CDFG and USFWS. Implementation of the <br />mitigation plan by the City will become a condition of the permits. <br />We have assumed that we will receive aerial photos, hydrologic information and other pertinent <br />information required for the hydrologic analysis from Zone 7 and City of Pleasanton. <br />Task 5. Final Wetland and Riparian Restoration Plan, Arroyo del Valle at Bernal Bridge <br />A final wetland and riparian restoration plan will be prepared to describe the restoration of riparian <br />and wetland habitat that will be temporarily disturbed during construction of the bridge. We propose <br />to create a separate document for this element of mitigation to provide clarity about the type, area <br />and location of mitigation plantings at Arroyo del Valle as opposed to plantings at the Mission <br />Creek site that mitigate for permanent impacts of the Bernal Bridge, and impacts related to the <br />future City project. <br />The plan will be similar in format and content to the Mission Creek plan, but will be restricted to <br />riparian plantings on the banks of the creek and the salvage, storage and planting of emergent <br />vegetation in the creek. It will also describe the removal of the existing rock riprap beneath the <br />bridge, as discussed with Brian Wines of the RWQCB during the 2006 site visit. The plan will <br />describe mitigation goals, design and implementation, maintenance, monitoring, reporting and <br />performance standards. Following approval by the City, this plan will be submitted to the USAGE, <br />RWQCB, CDFG and USFWS. Implementation of the mitigation plan wilt become a condition of <br />the permits. <br />Task 6. Hydraulic Modeling <br />To aid in design of the diversion structure on Mission Creek, and to evaluate potential tail-water <br />(downstream) conditions at the wetland outfall, Balance will update HEC-RAS models that were <br />developed for Mission Creek and the Fairgrounds Channel conceptual plan.
