Year 1 of post-construction mitigation monitoring and reporting for both the Bernal
Bridge and Mission Creek mitigation sites
Years 2-5 of post-construction mitigation monitoring and reporting and a wetland
delineation at Mission Creek wetland in year five presented as a contract option (please
note that 5 years of monitoring will be required by the permits issued by the agencies);
Project administration and meetings.
Schedule
The wetland delineation, hydraulic modeling, final mitigation plans for Bernal Bridge and the
Mission Creek site will be completed within eight weeks of authorization to proceed. A
burrowing owl survey will be conducted (included in this proposal) for the Mission Creek site
prior to the removal of soils for the ballfield site. Plans and specifications (biddable documents)
will be completed within four weeks of preliminary agency approval of the final mitigation
plans. We cannot guarantee the timing of the resource agency permits, but expect that they will
not be issued until early to mid-April.
Assumptions
• Two phases of as-built topographic plans of the Mission Creek site will be produced by
the City's Contractor, and electronic files will be delivered to Mosaic. The first as-built
topographic map will show existing conditions of the site prior to the removal of soils for
the ball fields. The City will coordinate directly with the Contractor to ensure that the
Mission Creek site is not over-excavated to generate till for the ballfields (e.g. excavated
to elevations below those shown on Fig. 2 of the Balance conceptual plan for Mission
Creek wetlands, May 30, 200'7). The second as-built plan will show topography of the
Mission Creek site following the ballfield excavation.
• The excavation of soil from the Mission Creek site to generate fill for the ballfields will
not result in impacts to waters ofthe U.S. or state in Mission or Fairgrounds Creek.
• We will receive pump system configuration and drawings for the Valley Avenue
underpass from the City, as well as ground-water monitoring data from the developer at
the Bernal Property, and/or the Zone 7 Water Agency.
• The area ofconstruction-related disturbance near Bernal Bridge project requiring
irrigation of restoration plantings will be 0.4 acre.
• The area of riparian plantings that will be irrigated around the Mission Creek wetland site
will be approximately 1.15 acres.
• A single bid package for both mitigation sites will be produced.
Exclusions
• Design elements such as paved areas, utility coordination, SWPPP, demolition plans
other than details for the outfall/diversion structure in Mission Creek and piping from the
underpass to Fairgrounds Creek, signage, electrical improvements other than irrigation-
related, bidding or construction-related assistance beyond those items specifically
described herein, schematic irrigation design;
• Installation and maintenance of the mitigation sites;
• Extensive revisions of plan documents beyond the scope and fee structure described
herein;
• Mitigation planning or permitting services beyond those described herein.
City of Pleasanton/proposal7rev2 2
