constructed in Pleasanton, Dublin, and Livermore. PBS&J will also include a description <br />of land use changes and other assumptions used to define the various scenarios. This <br />information will be based on information used in the traffic model and is expected to be <br />provided by the City and/or Dowling. <br />Task 4 Regulatory Status/LOS Description -PBS&J will prepare a summary <br />describing the methodology used to perform the traffic analysis as well as the different <br />level of services (LOS) defined by the Highway Capacity Manual 2000 (TRB, 2000). <br />PBS&J will also develop a summary describing the regulatory status for all study <br />intersections. This will include the level of service standards defined by the controlling <br />various agencies (e.g. Pleasanton, Livermore, Dublin, Caltrans, etc.). <br />Task 5 Transportation Conditions - In addition to summarizing traffic information <br />from the Dowling traffic report, PBS&J will provide a description and assessment of <br />other transportation elements such as parking, transit, pedestrian, bicycle, truck/freight <br />and construction in sufficient detail to satisfy environmental review requirements. <br />Subtask 5.1 Parking Conditions -PBS&J will provide an assessment of the <br />Staples Ranch Project's peak parking demand to be generated by the proposed <br />land use activities (Senior Housing, Auto Dealership, Community Park and <br />Retail). The parking demand will be based on applicable rates provided by the <br />Institute of Transportation Engineers (ITE) Parking Generation 3'd Edition and <br />other parking demand rates generated by similar uses (e.g. Auto Dealership). <br />These rates will be discussed and confirmed with City staff per the Pleasanton <br />Municipal Code Section 18.88. A discussion of the City's parking approval <br />process as it relates to the PUD will be included. <br />In addition, ADA parking supply, parking code and other parking related <br />requirements will be noted. Note that any transportation demand management <br />programs proposed as part of the project, such as shuttle service, shared parking <br />or other programs which would reduce parking demand will be documented. <br />Parking demand for the proposed Logitech Ice Rink alternative will be assessed <br />based on existing travel demand from the San Jose Logitech Ice Center and other <br />data that may be available from the Project Sponsor. <br />Subtask 5.2 Transit Conditions -PBS&J will provide a description of transit <br />service currently serving or planned near the project site, including specific transit <br />routes and stop locations (e.g. LAVTA bus service "Wheels", BART, ACE, etc.). <br />PBS&J will discuss any potential project impacts to transit operations (as needed). <br />Subtask 5.3 Pedestrian Conditions -PBS&J will provide a description of <br />pedestrian circulation and access within and in the immediate vicinity of the <br />project site, including the pedestrian trail under the proposed bridge. Any <br />potential pedestrian circulation safety issues in the study area will be identified. <br />Given the senior housing component of the Staples Ranch Project, PBS&J will <br />also assess the proposed passenger drop-off/pick-up operations for the east side of <br />the project site (the Senior Continuing Care Community).
