+.-. <br />~~ ~ >-. _, <br />PBS&J SCOPE OF SERVICES <br />FOR ADDITIONAL TRANSPORTATION WORK <br />THE STAPLES RANCH PROJECT <br />This scope describes the services to be provided by PBS&J for additional work to address <br />additional tasks which were not covered by the Staples Ranch Project's draft traffic <br />report prepared by Dowling Associates (September 2007) or the previous scope of work <br />submitted to the City on August 28, 2007. The following scope of work describes the <br />additional tasks that will be performed by PBS&J. <br />The previous traffic scope of services for the Staples Ranch project (August 2007) called <br />for PBS&J to conduct three primary tasks: review the traffic report prepared by Dowling <br />Associates, incorporate the report into the EIR section, and to provide responses to <br />scoping comments in the NOP and during the scoping period. Task 2 of the previous <br />scope consists of around 20 hours to organize and structure the different subsections (e.g. <br />project description, trip generation, trip distribution, eight evaluation scenarios, project <br />impacts and mitigation measures), and around 16 hours for up to two revisions based on <br />ADEIR comments. Note that this task was scoped given the state of the traffic report and <br />the number of evaluation scenarios needed to be organized in the ADEIR. Task 3 of the <br />previous scope of work included responding to NOP comments which were not addressed <br />in Dowling's traffic report. The amount of work for this task includes around 16 hours to <br />respond to NOP comments such as on-site safety issues, safety hazards on El Charro and <br />potential public transit to access the site. It should be noted though, these responses are <br />explanations based on references to existing materials or why the topics are not addressed <br />in the EIR. This task does not include writing a new subsection in the ADEIR on the <br />various safety and access conditions. <br />Although Tasks 2 and 3 of the previous scope of work includes summarizing Dowling's <br />traffic report and responding to NOP comments, these tasks were scoped prior to review <br />of the revised Dowling traffic report. As such, PBS&J proposes the following tasks to <br />complete the ADEIR traffic section: <br />Task 1 Summary -PBS&J will develop an executive summary discussion that will be <br />included in the traffic report and the ADEIR and that will describe the results of the <br />traffic analysis and a comparison of the various scenarios (e.g. Ice Center, 1989 Specific <br />Plan, with or without Stoneridge Drive). This summary will also provide a description of <br />Project related impacts to intersections under each of the various scenarios. <br />Task 2 Traffic Graphics -PBS&J will develop up to three new figures to illustrate the <br />different scenarios and support the EIR. The maps will present the street connections to <br />clearly show existing and planned roadway facility changes under 1) initial occupation 2) <br />2015 interim and 3) 2030 Cumulative buildout. The maps will also include a distribution <br />map for project related trips to/from the site during the peak hours, and with or without <br />Stoneridge Drive. <br />Task 3 ADEIR Setting -PBS&J will develop a summary of the setting conditions from <br />the Staples Ranch Traffic Report. PBS&J will also include a description of existing and <br />planned roadway facility changes for the ADEIR, including graphics to be developed <br />under Task 2 above.
