BACKGROUND <br />This is the first of two phases that will ultimately result in the renovation of all of the <br />landscape plantings and irrigation systems for all 20 separate roadway median islands <br />on West Las Positas Boulevard, from Santa Rita Road to Boardwalk Street. This first <br />phase will concentrate on the nine (9) landscaped median islands from Santa Rita Road <br />to Thistledown Court. These landscaped areas have declined in appearance over the <br />past several years, and are now at a point where the irrigation systems and plantings <br />must be renovated. In addition, the plantings in these islands are the source of <br />numerous sight distance complaints by the public each year, requiring greater than <br />typical levels of pruning by the Parks Maintenance Division. The goal of this project is <br />to ensure satisfactory sight distance, and to return the street landscaping to a more <br />attractive and easily maintained condition -commensurate with other areas of the City. <br />In recent years, in an attempt to reduce water use for ornamental plantings, the City has <br />placed a greater emphasis on the use of either California native plants and/or drought <br />tolerant species. This project will use plant species that were selected not only for their <br />appearance, but also for their toughness, reliability and "water thrifty" habit. In addition, <br />state of the art irrigation system components have been selected to reduce any wasted <br />water. <br />On February 6, 2007, the City Council approved a design contract with the firm of <br />Tanaka Design Group of San Francisco to design landscape improvement plans for the <br />median islands. The consultant's work followed the direction of the City Landscape <br />Architect and the Parks Maintenance Superintendent, and conforms to City Standard <br />Specifications and Details. The design work has been developed into two (2) separate <br />bid packages, allowing an opportunity to bid and construct the improvements over two <br />(2) or more years, as additional Park Renovation Funds become available. <br />A total of seven (7) bids were received, ranging from $403,000 to the low bid of <br />$213,369, submitted by Planned Environments, Inc., of Concord, California, and all bid <br />documents were found to be in order. This contractor has not worked for the City <br />before, but has provided ample references, and is known to be reputable and reliable. <br />The project specifications allow at total of 45 working days to complete the project, and <br />the Contractor is confident that this schedule can be met.
