AB 2191 -- ~ ~- <br /> <br /> The California Constitution requires the state to reimburse <br />local agencies and school districts for certain costs mandated <br />by the state. Statutory provisions establish procedures for <br />making that reimbursement, including the creation of a State <br />Mandates Claims Fund to pay the costs of mandates which do <br />not exceed $500,000 statewide and other procedures for <br />claims whose statewide costs exceed $500,000. <br /> This bill would provide that, if the Commission on State <br />Mandates determines that this bill contains costs mandated by <br />the state, reimbursement for those 'costs shall be made <br />pursuant to those statutory procedures and, ff the statewide <br />cost does not exceed $500,000, shall be made from the State <br />Mandates Claims Fund. <br /> Vote: majority. Appropriation: no. Fiscal committee: yes. <br />State-mandated local program: yes. <br /> <br /> The people of the State of CMifornia do enact as follows: <br /> <br /> I SECTION 1. Section 5019.3 is added to the Education <br /> 2 Code, to read: <br />3 5019.3. Notwithstanding any other provision of law, <br />4 single-member trustee areas shall be established for the <br />5 election of governing board members in every school <br />6 district, on the basis of one member residing in each <br />7 trustee area to be elected by the voters of that trustee <br />8 area. No governing board member shall be dected in an <br />9 at-large ds~tn'ct elecHon or from a multimember trustee <br />10 area. <br />11 SEC. 2. Section 5030 of the Education Code is <br />12 amended to read: <br />13 5030. Except as provided in Section 5028, in any <br />14 community college district having trustee areas, the <br />15 county committee on school district organization may, <br />16 pursuant to Section 5019, at any time recommend one of <br />17 the following alternate methods of electing governing <br />18 board members: <br />19 (a) That each member of the governing board be <br />20 elected by the registered voters of the entire district. <br />21 (b) That the member or members residing in each <br />22 trustee area be elected by the registered voters of that <br /> <br /> <br />
