AB 2191 -- ~ ~- The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement, including the creation of a State Mandates Claims Fund to pay the costs of mandates which do not exceed $500,000 statewide and other procedures for claims whose statewide costs exceed $500,000. This bill would provide that, if the Commission on State Mandates determines that this bill contains costs mandated by the state, reimbursement for those 'costs shall be made pursuant to those statutory procedures and, ff the statewide cost does not exceed $500,000, shall be made from the State Mandates Claims Fund. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: yes. The people of the State of CMifornia do enact as follows: I SECTION 1. Section 5019.3 is added to the Education 2 Code, to read: 3 5019.3. Notwithstanding any other provision of law, 4 single-member trustee areas shall be established for the 5 election of governing board members in every school 6 district, on the basis of one member residing in each 7 trustee area to be elected by the voters of that trustee 8 area. No governing board member shall be dected in an 9 at-large ds~tn'ct elecHon or from a multimember trustee 10 area. 11 SEC. 2. Section 5030 of the Education Code is 12 amended to read: 13 5030. Except as provided in Section 5028, in any 14 community college district having trustee areas, the 15 county committee on school district organization may, 16 pursuant to Section 5019, at any time recommend one of 17 the following alternate methods of electing governing 18 board members: 19 (a) That each member of the governing board be 20 elected by the registered voters of the entire district. 21 (b) That the member or members residing in each 22 trustee area be elected by the registered voters of that
