SUBSTITUTE EQUIPMENT--ALL EQUIPMENT AND MATERIAL THAT THE CONTRACTOR <br />PROPOSES TO PROVIDE SHALL CONFORM TO THESE SPECIFICATIONS AND PLANS, AND <br />A LIST OF SUBSTITUTE EQUIPMENT AND/OR MATERIALS ALONG WITH A WRITTEN <br />DESCRIPTION SUI~ARY DESCRIBING THE FUNCTIONS OF THE COMPONENTS WHICH THE <br />SUPPLIER PROPOSES TO PROVIDE SHALL BE SUBMITTED. <br /> <br />IN ALL CASES, THE JUDGMENT OF THE ENGINEER SHALL BE FINAL AS TO WHETHER <br />SUBSTITUTE EQUIPMENT AND/OR MATERIALS RECOMMENDED BY THE CONTRACTOR <br />CONFORM TO THE INTENT OF THESE SPECIFICATIONS A~D IS ACCEPTABLE FOR USE. <br /> <br />FIELD TESTING AND TURN-ON--When notified by the Engineer, th~ Contractor <br />shall arrange to have a manufacturer service representative, qualified <br />to work on the central master controller, present at the time the <br />equipment is turned on, The cost for this service shall be considered <br />as tncluded in the contract price for the equipment, and no additional <br />payment wt 11 be al 1 owed, <br /> <br />CENTRAL MASTER CONTROL EQUIPMENT --System Coordination shall consist of <br />supervision by a VMS-220 master by means of a system controller or <br />interface unit located in each local controller cabinet, <br /> <br />The VMS-220 master shall consist of a pyramtdtc, hierarchical structure <br />of multiple microcomputers, and shall be furnished as part of this <br />contract. <br /> <br />The VMS-220 master shall be in accordance with the following provisions. <br />All local controllers and support equipment shall be in compliance with <br />the specified system operation. <br /> <br />Free Operation shall consist of independent, fully-actuated operation, <br />a~d~ shall '~esult when system coordination is not in effect. <br /> <br />The system shall (a) measure and evaluate traffic conditions within the <br />traffic areas controlled by the system: and as result of these <br />evaluations shall (b) select, implement and execute appropriate master <br />system control strategies to optimtze the flow Of traffic through and <br />within the system controlled traffic areas. <br /> <br />Local intersection controller units may be supervised through multiplex <br />and talemerry circuits integral with the controller units or through <br />local interface units located in the local intersection controller <br />cabi nets. <br /> <br />Local interface units shall also be available. When installed with the <br />necessary cabinet wiring, the interface units shall enable the existing <br />controller 'Force-off", 'Phase Omit', 'Hold', and "Ped Omit' to the <br />extent of the local controller unit capabilities. <br /> <br />The following equipment and services shall be provided: <br /> <br />1. VMS-220 and auxiliary equipment, as described in letter quotation of <br /> September 28, 1982, (including 80 hours of system operational <br /> trai ni ng ). <br /> <br /> -2- <br /> <br /> <br />
