SUBSTITUTE EQUIPMENT--ALL EQUIPMENT AND MATERIAL THAT THE CONTRACTOR PROPOSES TO PROVIDE SHALL CONFORM TO THESE SPECIFICATIONS AND PLANS, AND A LIST OF SUBSTITUTE EQUIPMENT AND/OR MATERIALS ALONG WITH A WRITTEN DESCRIPTION SUI~ARY DESCRIBING THE FUNCTIONS OF THE COMPONENTS WHICH THE SUPPLIER PROPOSES TO PROVIDE SHALL BE SUBMITTED. IN ALL CASES, THE JUDGMENT OF THE ENGINEER SHALL BE FINAL AS TO WHETHER SUBSTITUTE EQUIPMENT AND/OR MATERIALS RECOMMENDED BY THE CONTRACTOR CONFORM TO THE INTENT OF THESE SPECIFICATIONS A~D IS ACCEPTABLE FOR USE. FIELD TESTING AND TURN-ON--When notified by the Engineer, th~ Contractor shall arrange to have a manufacturer service representative, qualified to work on the central master controller, present at the time the equipment is turned on, The cost for this service shall be considered as tncluded in the contract price for the equipment, and no additional payment wt 11 be al 1 owed, CENTRAL MASTER CONTROL EQUIPMENT --System Coordination shall consist of supervision by a VMS-220 master by means of a system controller or interface unit located in each local controller cabinet, The VMS-220 master shall consist of a pyramtdtc, hierarchical structure of multiple microcomputers, and shall be furnished as part of this contract. The VMS-220 master shall be in accordance with the following provisions. All local controllers and support equipment shall be in compliance with the specified system operation. Free Operation shall consist of independent, fully-actuated operation, a~d~ shall '~esult when system coordination is not in effect. The system shall (a) measure and evaluate traffic conditions within the traffic areas controlled by the system: and as result of these evaluations shall (b) select, implement and execute appropriate master system control strategies to optimtze the flow Of traffic through and within the system controlled traffic areas. Local intersection controller units may be supervised through multiplex and talemerry circuits integral with the controller units or through local interface units located in the local intersection controller cabi nets. Local interface units shall also be available. When installed with the necessary cabinet wiring, the interface units shall enable the existing controller 'Force-off", 'Phase Omit', 'Hold', and "Ped Omit' to the extent of the local controller unit capabilities. The following equipment and services shall be provided: 1.
