characters per second reliably in a half duplex mode using a
standard telephone handset. The transmission rate shall be push
button selectable at the front panel of the terminal.

(2) Construction--Each portable terminal case shall be an attache case
type, made"of impact resistant material with a metal frame. The
keyboard shall be hinged to the front so that it will close over
the face of the CRT and control panel and lock in position.
Additionally, the portable terminal shall include a handle for easy
transportation and handling. The AC power cord shall be easily
folded into the unit. A hinged door shall be supplied to protect
the acoustic coupler.
~'V'~ (3) Weight--each portable terminal shall weigh no more than 40 pounds.

,~- (4) Power Requirement--Each portable terminal shall operate on a 115
;_____-f Volt, '60 Hz power source.

SOFTWARE. All software required for system operation shall be provided
by the manufacturer of the equipment. The software shall be designed to
provide an interactive language oriented for traffic engineering. It
shall be possible for the user (traffic engineer) to change all
operating control parameters while the system is on-line. A hard copy
record of all parameter changes along with the time and date of such
change shall be generated. The software shall be written in such a
manner that it cannot be inadvertently damaged by someone striking keys
at random on the terminals.

The system shall provide at least 2 modes of control, a free mode and a
coordinated mode. In the free mode, each intersection or intersections
so designated shall operate without supervision from the master. This
mode shall occur when the master determines it should occur. It shall
also occur when the communications to an intersection fails or the
master i tsel f fai 1 s ·

In the coordinated mode an intersection is assigned to one of 16
subsystems. It shall be possible to affect coordination through each
subsystem independently.

The software shall be provided with 2 discrete entry codes. One entry
code shall be assigned to each subsystem and to any parameters
associated with a specific intersection controller. It shall be
possible to list, s~t or change all coordination parameters for each
intersection independently, but only through use of the discrete entry
code associated with the intersection.

The following operations shall be programmable for each intersection
through either the'hard copy terminal or the portable terminal and
keyboard:

(1) Synchronized Phase Selection. It shall be possible to assign any 2
concurrent phases as the synchronized (sync) phases. The sync
phase shall yield to other phases only during the permissive
periods determined by its assigned offset at times when a
conflicting call is present.

-7-
