If no conflicting call is present at a permissive sync point, the
controller shall dwell in the sync phase until the next permissive
period occurs.

If there is a conflicting call present during the sync phase
permissive period, the sync phase shall yield and answer all phases
with calls in sequence, returning to the sync phase no later than
the beginning of sync phase background cycle, If termination on
another phase occurs, it shall be possible to reenter the sync
phase' early. Once the sync phase is reentered, it shall not yield
again until the next permissive period unless preferred service has
been assigned to a conflicting phase.

(2) Local Split Selection. It shall be possible to override a
subsystem selected split ratio on the basis of local pedestrian
demand and/or vehicle sensor information. A Calculation Routine
number shall be used to determine the split ratio. If a local
split ratio cannot be determined, the subsystem selected split
ratio will govern. The local split selection .feature shall not be
effective for any intersection operating in the free mode.

(3) Offsets. It shall be possible to program at least 6 offsets as a
percentage of the subsystem cycle length in a range from 0 through
99 percent in I percent increments.

(4) Splits. At least 5 split levels (ratios) shall be selectable for
e~Ch' i'ntersection. It shall be possible to program the split
percentages for each phase in the intersection. If a calculation
routine is used for local split selection, the operator may prograD
the calculation routine output range in which each split level
shal 1 be effective.

(5) Coordinated Minimum. It shall be possible to program a minimum
green in(erval"""for each phase. This will insure that a phase will
not be serviced for a time shorter than a pedestrian interval or a
minimum initial interval.

(6) Preferred (Conditional) Service. If preferred or conditional
sirvice is selected ~or a phase, that phase shall be reserviced in
a cycle upon demand after the sync phase has been reentered and has
ga{)ped out. To obtain reservice, there must be enough time before
the sync point is reached to complete servicing the preferred phase
for- a minimum time. If there is a waiting pedestrian call for the
pre. ferred service phase, there must be enough time before the sync
point is reached to complete timing the "Pedestrian Period". 0nly
one phase (or 2 concurrently timed phases) shall be selected for
preferred service at an intersection signal.

(7) Pedestrian Movements shall be serviced as determined by the local
contr6ller only if a pedestrian demand actuation has been
registered prior to its associated vehicle phase.

-8-
