To help minimize visual impacts, when feasible they shall be installed near the <br />side property line with the most potential for landscape screening. Backflow <br />prevention devices, above-ground irrigation controls, and all proposed landscape <br />screening shall be shown on the landscaping and the utility plans submitted for <br />the issuance of building permits and shall clearly be marked "above-ground" on <br />the plans. The location of all Backflow prevention devices, above-ground <br />irrigation controls, and the quantity and type of proposed landscape screening <br />shall be subject to the review and approval of the Planning Director prior to <br />installation. All Backflow prevention devices and above-ground irrigation controls <br />shall be a forest green color (Pantone Color System Number 357) or an <br />equivalent color by a different manufacturer unless covered by a box or a bag, in <br />which case the box or bag shall be forest green (Pantone Color System Number <br />357) or an equivalent color by a different manufacturer. <br />14. Only modular newspaper dispensers accommodating more than one newspaper <br />shall be allowed outside of buildings within the development. The Planning <br />Director shall approve the design of these dispensers. Dispensers within the <br />public right-of-way shall require an encroachment permit by the Engineering <br />Department. <br />Trash Enclosures <br />15. Prior to the submitting to the Building and Safety Division, the plans shall be <br />revised such that there are no accessory structures proposed within the 25-foot <br />minimum rear yard setback, as required by the Pleasanton Municipal Code. <br />16. Prior to the issuance of a building permit, the applicant shall revise the drawings <br />of the proposed accessory structures to show the colors and materials of the <br />structures. No accessory structure shall exceed 15-feet in height, unless waived <br />by the Planning Director. The colors, materials, height, and design of the <br />accessory structures are subject to the review and approval of the Planning <br />Director. <br />17. All trash and refuse shall be contained completely within the proposed <br />enclosures architecturally compatible with the main structure. The location and <br />design of the enclosures shall be shown on the plans submitted for issuance of <br />building permits and shall be subject to the approval of the Planning Director and <br />Fire Chief. Trash containers shall be stored within the enclosure at all times, <br />except when being unloaded, and may be required to provide connection to the <br />sewer system with separators and be fit with sprinklers. <br />Landscaping <br />18. Prior to the issuance of a building permit, the project developer or property owner <br />shall enter into an agreement with the City, approved by the City Attorney, which <br />guarantees that all landscaping and open space areas included in this project will <br />be maintained at all times in a manner consistent with the approved landscape <br />3 <br />
