In October 2007, Alameda County, Livermore, and Pleasanton entered into the <br />cooperation and cost sharing agreements for the EI Charro Road improvements. As <br />part of the Staples Ranch project, this northern section of EI Charro Road (north of the <br />arroyo) would be annexed into Pleasanton, as is anticipated in the Pleasanton General <br />Plan. EI Charro Road south of Jack London is a private road owned by Vulcan <br />Materials Company and will remain private until such time the a development <br />application is approved for the East Pleasanton area. The Council will be conducting a <br />specific plan process for this area prior to any project approvals. It would be improved <br />with street trees and a separated sidewalk adjacent to the Fremont Land site but <br />widening and new lanes are not proposed as part of the project. <br />As part of the project, the ACSPA would extend Stoneridge Drive to the senior <br />continuing care facility and the community park. The ACSPA would construct a two <br />lane bridge with a sidewalk over the Arroyo Mocho and construct a two lane Stoneridge <br />Drive with a landscaped median up to 15 feet wide, two bike lanes, and separated <br />sidewalks. Staff would like the ACSPA to provide funding for the installation of a traffic <br />signal at the entrance to the senior continuing care facility and community park in the <br />event that Stoneridge Drive is extended east at a later date. <br />The ACSPA would also construct Auto Mall Place which would connect the auto mall, <br />retail shopping center, and the community park to EI Charro Road. This road would <br />have a landscaped median up to 21 feet wide. The ACSPA would install a traffic signal <br />at the intersection at the entrance to the auto mall and retail shopping center/community <br />park. <br />The entry way road to the CLC development will be a public south of the gate house. <br />This road will be maintained by the City however; CLC will maintain the roadway <br />landscaping including the median. The northbound section of the roadway will include <br />space for parallel parking (for approximately nine spaces) on the western edge of the <br />neighborhood park. A portion of this road, including those portions needed to <br />accommodate park parking, will be on park property. Any other portion or this road way <br />and land costs will be assumed by CLC. The use of this road for park parking <br />maximizes available park space as it eliminates the need for a park vehicle driveway <br />and parking lot. Due to the current configuration of Stoneridge Drive, this is the only <br />parking planned for the neighborhood park. However, it is anticipated that the public <br />could use public parking available at the adjacent 17-acre community park. <br />. Emergency Vehicle Access <br />As part of the project, the ACSPA would construct an emergency vehicle access (EVA) <br />route between Stoneridge Drive and Auto Mall Place which would have a 36 to 52 foot <br />wide landscaped median and would be gated at both ends. The ACSPA would install <br />separated sidewalks, and street trees near the EVA. The ACSPA proposes to fence the <br />EVA area. Staff would like the EVA to be fence free and is working with the ACSPA to <br />accomplish this. <br />Page 12 of 16 <br />
