As indicated above, staff anticipates the development agreement and related project <br />documents to be approved with the Hendrick PUD after which the PUD's for CLC, and <br />Fremont Land will be reviewed. By processing the PUDS separately the public will have <br />the opportunity to comment on each major project element at a specific public meeting. <br />Further, this process makes it more manageable for staff, commissions and the City <br />Council to process the information required for each PUD application. Also, this process <br />will eliminate the need for additional workshops to reviewing the entire project. If the <br />Planning Commission or City Council has concerns regarding this process, it would be <br />appropriate to express them at this workshop since staff is attempting to establish a <br />more defined schedule with the project developers. <br />STAPLES RANCH SITE PLAN <br />Part of the Staples Ranch development process includes amending the Stoneridge <br />Drive Specific Plan to reflect the uses outlined in the MOU. As such, that document will <br />act as the project Master Plan. Because that document will not be submitted until the <br />project review process, staff felt it important to provide a general "master plan" prior to <br />commencing the PUD approval process. The current site plan graphic is included as <br />Attachment 1. Due to size and diversity of uses, staff has focused on elements <br />impacting multiple project sites including circulation, trails and pedestrian traffic, <br />landscaping including landscaping adjacent to I-580 and overall site integration. As <br />indicated previously, the information detailed below and presented at the workshop, is <br />not yet final and is being presented to solicit feedback prior to developing the final plans. <br />As the Council recall, the recently approve cooperation agreement includes the design <br />and configuration for EI Charro Road and I-580 ramps. In addition, the City is working <br />with Livermore and Dublin regarding I-580 interchange improvements that were <br />approved previously. As a result, opportunities for modifying these two improvements <br />are limited. <br />Site Plan-Circulation Elements <br />The Staples Ranch project would require new circulation improvements to <br />accommodate vehicular traffic as well as pedestrian and bicycle traffic. <br />Roadway Design <br />In July 2007 Livermore approved an EI Charro Specific Plan which includes the western <br />extension of Jack London Boulevard to EI Charro Road. It is anticipated that Livermore <br />will improve EI Charro Road north of the Jack London extension prior to the <br />development of Staples Ranch. The improved EI Charro Road section would include <br />four travel lanes and four turn lanes, paved right of way for the future expansion of two <br />new travel lanes, a landscaped median up to ten feet wide, and two traffic signals one <br />by the freeway interchange, and one at the intersection of Jack London/EI Charro <br />Road/Auto Mall Place. <br />Page 11 of 16 <br />
