A minimum of two EVAs would be constructed on all project sites. The EVA proposed <br />at the terminus of Staples Ranch Road would be gated and would be used for major <br />emergencies only. <br />Vulcan Materials Company has agreed to allow an EVA on its private section of EI <br />Charro Road. This EVA would be used by emergency vehicles which need access to <br />the retail shopping center. <br />Pedestrian and Traffic/Trails <br />A variety of pedestrian accessways are proposed. Separated sidewalks would be <br />provided on Stoneridge Drive, Auto Mall Place, EI Charro Road. A 10 foot wide <br />sidewalk would also be provided on the two lane bridge. A trail connection would be <br />provided on CLC's project which would connect to Zone 7's existing maintenance road <br />on the north side of the Arroyo Mocho. This road provides a connection to the proposed <br />community park and to the planned trails in Livermore. If supported by the City Council, <br />the City would negotiate with Zone 7 to allow public access on this maintenance road. <br />Site Plan Landscaping Elements <br />The proposed street landscaping along Stoneridge Drive and Auto Mall Place would <br />mimic the existing street landscaping treatments at the eastern end of Stoneridge Drive <br />which includes London Plane trees by sidewalks, pear trees in the median, clusters of <br />decorative shrubs in the parkway and medians, and landscaping, including street trees <br />between sidewalks and streets. Landscaping along EI Charro Road would also be <br />coordinated with a theme of large canopy street trees provided on both sides of <br />sidewalks and a landscaped median. <br />Along the I-580 the developers propose to install coordinated decorative shrub and <br />groundcover treatments in the Cal Trans right of way adjacent to the site, and <br />strawberry trees, fronting both sites. Two large easements (a PG&E gas pipeline <br />easement, and a Zone 7 water transmission line easement) totaling 55 feet in width are <br />adjacent to the I-580 and limit what tree species and how many trees can be planted <br />near the I-580. The Zone 7 easement precludes trees and the PG&E easement will <br />only permit limited trees within this area approximately 5 feet wide. Currently, Cal Trans <br />is planning a high occupancy vehicle (HOV) lane in the I-580 which would not impact <br />the edge of paving adjacent to the Staples Ranch property or proposed landscaping in <br />this area. <br />ANNEXATION, URBAN GROWTH BOUNDRY AND ALAMEDA COUNTY <br />MEASURE D <br />Regionally and locally, several policies are in place to help ensure the orderly long <br />range development of land and/or the conservation of resources such as open space. <br />Those most applicable to this project include 1) LAFCo and its annexation process; 2) <br />2) Pleasanton's Sphere of Influence boundary; 3) Pleasanton's Urban Growth <br />Boundary; and 4) Alameda County Measure D.
