BACKGROUND <br />In 2006, Pleasanton voters approved Measure P which adopted the Bernal Property <br />Phase II Specific Plan outlining public improvements to the Bernal Property. The vision <br />for the Phase II Specific Plan area is to develop a number of public amenities including a <br />community park with lighted sports fields, a youth center, a community center, a civic <br />arts center and open space, in an open park like setting. The Specific Plan includes <br />elements contained in the Bernal Community Park Master Plan (Master Plan). The <br />Master Plan includes general planning elements fora 50-acre community park located <br />on the Bernal property, as noted below: <br />• Three lighted baseball diamonds <br />• One informal baseball field that could be lighted in the future <br />• One lighted football/lacrosse field <br />• Three lighted soccer fields, including a small stadium <br />• Picnic grounds <br />• Play areas <br />• 1,000 seat amphitheater <br />• Forested open space <br />• Public art <br />• Parking <br />• Park maintenance facilities <br />The Master Plan assumes that the Community Park will be developed in four phases <br />(Attachment 4), with Phase I including two of the lighted baseball fields, an informal <br />baseball field, play area, parking and concessions. Phase I also includes a significant <br />portion of the roadway (extension of Tulancingo Boulevard/Pleasanton Avenue), and <br />water and sewer infrastructure that will be required for the remaining three phases. The <br />City Council designated Phase I as a work plan priority, and it is now ready for <br />construction. <br />Over the past few years the Capital Improvement Program (CIP) has included funding for <br />Bernal Community Park, Phase I and general Bernal Property Improvements. The CIP <br />funding is specific to the park, while the other account was created as a reserve for any <br />elements of the Bernal property requiring funding. These two projects currently have the <br />following balances: <br />Funding Available for Bernal Funding <br />Bernal Community Park, Phase I $4,912,890 <br />Bernal Property Improvement Reserve $4,462,301 <br />Total Funding $9,375,191 <br />As part of the adopted FY2007-2008 CIP, the City Council transferred funding from a <br />number of existing capital reserves to a Capital Improvement Program Reserve (CIPR) <br />as a way to more effectively fund major capital projects.
