16 <br />THE CITY OF <br />pL£~S~4NTONo CITY COUNCIL AGENDA REPORT <br />1 <br />November 6, 2007 <br />Public Works Department <br />Parks and Community Services <br />TITLE: APPROVAL OF PLANS AND SPECIFICATIONS, REVIEW OF BIDS AND <br />AWARD OF CONTRACT TO VALLEY CREST LANDSCAPE <br />DEVELOPMENT, INC., AND APPROVAL OF PROJECT BUDGET FOR <br />BERNAL COMMUNITY PARK PHASE I (LIGHTED SPORTS FIELDS) CIP <br />NO. 007065 <br />SUMMARY <br />Bids have been received for the subject project, and staff is recommending award of a <br />construction contract to Valley Crest Landscape Development, Inc., in the amount of <br />$6,778,079.80 (total project construction related costs, including infrastructure for <br />Bernal Community Park, are estimated at $8,808,079). The project would implement <br />Phase I of Bernal Community Park, including two lighted baseball fields. <br />RECOMMENDATION <br />1. Approve the plans and specifications for the project. <br />2. Review the bids received (Attachment 3) and award the contract to Valley Crest <br />Landscape Development, Inc. of Pleasanton, in the amount of $6,778,079.80. Staff <br />intends to meet with the selected contractor to conduct additional value engineering, <br />which may reduce the overall cost of the project. <br />3. Approve a project contingency of $800,000, and authorize the Director of Public <br />Works to approve contingency costs and execute contract change orders necessary <br />to complete the project. <br />4. Authorize the City Manager to: <br />a. Execute a contract amendment with M.D. Fotheringham Landscape Architects for <br />additional architectural services, including construction related services, in an <br />amount not to exceed $380,000; <br />b. Execute an agreement(s) for geotechnical, specialty inspection, and project <br />surveying for an amount not to exceed $150,000. <br />5. Authorize funding of $8,808,079 from the Bernal Community Park, Phase I (CIP- <br />007065) and Bernal Property Improvement Reserve (CIP-17045) for the project. <br />FINANCIAL STATEMENT <br />Funding for this project is available in the Capital Improvement Program (CIP), as <br />outlined in this report. <br />
