PARKS AND RECREATION COMMISSION MEETING OCTOBER 11, 2007 <br />Draft minutes of item 7b <br />7. MATTERS BEFORE THE COMMISSION <br />A. Continued Discussion Regarding the Selection Subcommittee Recommendations <br />for Appointees to the Trails Ad Hoc Committee <br />Ms. Ventura advised that at the September 13, 2007 meeting, staff had presented the Selection <br />Subcommittee's recommendations for appointments to the Trails Ad Hoc Committee. Also <br />included in the report was a staff recommendation to re-designate three (3) Committee Members <br />(representatives from the Pleasanton Police Department, Zone 7 Water Agency, and East Bay <br />Regional Park District) as non-voting advisors. After extensive discussion, a decision was made <br />to defer the item to the October meeting, when it was hoped that a full complement of <br />Commissioners would be in attendance. Chairperson Ellgas indicated that because of the <br />extensive discussion, she felt that deferring this item until the October meeting was warranted. <br />Commissioner Kinzer reiterated comments he had made at the September, 2007 meeting, when <br />he discussed the Trails Ad Hoc Committee selection recommendations that he and <br />Commissioner Pentin had suggested. While they both understood that not recommending re- <br />appointment of an incumbent member of the Committee could be an issue, they believed three <br />(3) other applicants demonstrated the desired qualifications based on the criteria established for <br />the interviews. <br />Commissioner Pentin noted that discussions of the Selection Subcommittee on every candidate <br />were based on how that person would improve, or integrate into, the Trails Ad Hoc Committee. <br />He discussed how it has previously occurred that an incumbent was not reselected. <br />Commissioner Pentin indicated that he was confident that the candidates recommended by the <br />Selection Subcommittee would do an excellent job on the Committee. <br />Commissioner Kummer advised that he has given this matter considerable thought over the past <br />month, and has no doubt the Subcommittee chose the correct candidates based on the process <br />that was followed. His concern was with the process itself. He felt there was a lack of <br />communication, especially when someone who is extremely dedicated and already served for <br />four (4) years on the Committee is not chosen. <br />Commissioner Kummer also questioned whether the Trails Ad Hoc Committee Chairperson <br />should have made a recommendation to the Selection Subcommittee. Commissioner Pentin <br />advised that both he and Commission Kinzer had given "incumbent" status to both Mr. Shaper <br />and Ms. Wahl when considering their applications, but other applicants seemed to be a better fit. <br />Commissioner Kummer again discussed Mr. Shaper's four (4) years of service, and wondered <br />whether it should have been given greater weight than just a 20-minute interview. <br />
