Chairperson Ellgas mirrored the concerns of Commissioner Kummer regarding the amount of
time served by Mr. Shaper.
Mr. Wolfe indicated that he understood the concerns and difficulties of Commission members
with the process and the recommendations of the Selection Subcommittee, but suggested that
they try to make a motion.
Commissioner Dibiase discussed his experience with the process, and the fact that the
Subcommittee had interviewed all 12 candidates for the Committee on an equal basis, asking
them the same questions, evaluating their responses, and making recommendations. He
indicated that no additional information would persuade him to offer any recommendation other
than that made by the Subcommittee, and he supports their position. Commissioner Dibiase also
advised that the working environment he was accustomed to used the same kind of process as the
appointees to the Trails Ad Hoc Committee, where incumbents and non-incumbents are
interviewed and asked the same questions, from which the Committee makes a selection.
Commissioner Ritter advised that in the corporate world, upper-management relies heavily on
other managers to make employee selections, and he supports the recommendations made.
Based on the process, he supports the recommendation of the Subcommittee.
Commissioner Pentin moved, seconded by Commissioner Dibiase, to accept the Selection
Subcommittee nomination recommendations of Deborah Wahl, Ralph Rajs, and Joe Streng to the
Trails Ad Hoc Committee.
ROLL CALL VOTE:
AYES: Commissioners Dibiase, Kinzer, and Pentin.
NOES: Commissioner Kummer and Chairperson Ellgas.
ABSENT: None
ABSTAIN: None
Commissioner Pentin suggested that the next time a Subcommittee is needed, the matter of
selecting incumbents be addressed prior to the interviews.
*The issue of re-designating the representatives from East Bay Regional Park District, Zone 7
Water Agency, and the Pleasanton Police Department was approved unanimously at the
September 13, 2007 meeting.
