Chairperson Fox inquired if parking in-lieu fees will be required as the site is on First <br />Street. Mr. Huff replied that the parking on First Street will not be compromised by this <br />project. <br /> <br />Mr. Cary explained that the houses would have a driveway they could pull into from First <br />Street rather than park on First Street to carry groceries in, for example. <br /> <br />Ms. Decker clarified that the City does not have an ordinance or policy for parking in-lieu <br />fees for residential projects in the Downtown area. She explained that the fees required <br />of Ron Winter’s project was a proposal to mitigate the perception of loss of parking due <br />to curb-cuts for the residential units. She added that the Council did not support the <br />parking in-lieu fee and applied the fee for the removal of the walnut tree. <br /> <br />Mr. Carey thanked the Commissioners for their direction. <br /> <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br /> <br />a.Tabled motion: Consideration of whether to take the motion made by <br />Commissioner Olson on July 11, 2007 from the table; if majority support to do so, <br />then consider Commissioner Olson’s July 11, 2007 motion. <br /> <br />No action was taken. <br /> <br />b. Discussion of the types of projects to be placed on the Consent Calendar. <br /> <br />This item was continued to a future meeting with full Commission attendance. <br /> <br />PUD-99-01-04M, Jeremy and Josie Barnish <br /> <br />Commissioner Blank referred to Ms. Decker’s memo to the Commission and inquired if <br />the Commission is being requested to agendize an item to modify the process to allow <br />staff to review and approve each six-foot privacy fence. He further inquired if this should <br />not be a public hearing item. <br /> <br />Ms. Decker replied that this is in reference to Item 5.a., PUD-99-01-04M, Jeremy and <br />Josie Barnish, which has been continued to August 8, 2007. She indicated that the <br />neighborhood and the homeowners association support this modification and that it <br />would be placed under the Consent Calendar and would go through the same process as <br />any PUD modification. She noted that the item is also concerned with the processing, <br />and a change is being requested to allow Zoning Administrator review and approval.
