Commissioner Narum noted that she would not be able to attend one of those meetings. <br /> <br />Commissioner Olson moved to agendize the item for the August 8, 2007 meeting <br />that the Planning Commission consider removal of the Chair from her duties due to <br />a vote of “no confidence.” <br /> <br />In response to an inquiry by Chairperson Fox regarding whether the item may be heard <br />the first week in September, Commissioner Olson indicated that he did not want to wait <br />until then. <br /> <br />Commissioner Narum seconded the motion. <br /> <br />Commissioner Blank noted that he did not see any reference in the Handbook that <br />addressed the removal of the Chair. <br /> <br />Commissioner O’Connor believed the discussion was to hold a “vote of no confidence” <br />rather than the removal of the Chair from her duties. <br /> <br />Ms. Decker noted that if the motion of “no confidence” were to be upheld, another party <br />would be determined to be the Chair. The Chair would not be taken off the Commission. <br /> <br />In response to an inquiry by Commissioner Blank regarding whether removal of the <br />Chair from her duties was specifically covered in the Handbook, Ms. Harryman <br />confirmed that was not specifically covered. Page 16 covered the election of the officers. <br /> <br />Chairperson Fox noted that when Brian Arkin resigned, the question arose whether an <br />election could be held for Chair. <br /> <br />Commissioner Blank recalled that was not possible and that the existing Chair was <br />known as the Acting Chair during the interim period. <br /> <br />Ms. Decker noted that any Commissioner could be named as Acting Chair. <br /> <br />Commissioner Blank inquired whether it would be possible for Commissioner Olson to <br />agendize an item to propose a motion for an early election for a new Acting Chair. He <br />was very concerned about the implied legality of removing an existing Chair, which <br />procedure he did not see in the Handbook. <br /> <br />Ms. Harryman did not believe the Handbook gave enough information to consider this <br />question fully. <br /> <br />Commissioner O’Connor believed that based on the previous events, an early election <br />would not be possible. <br /> <br />PLANNING COMMISSION MINUTES July 11, 2007 Page 23 of 27 <br /> <br /> <br />
