Ms. Harryman noted that the Handbook did not discuss removing somebody from his or <br />her duties as a Chair or Vice Chair. She noted that the power to appoint did suggest the <br />power to remove, which was a different matter than having a new election. <br /> <br />In response to an inquiry by Chairperson Fox regarding whether a Commissioner had <br />ever tried to remove a Chair in another Commission in the history of Pleasanton, <br />Ms. Harryman replied that she did not know whether that had occurred. <br /> <br />In response to an inquiry by Chairperson Fox regarding whether staff could research that <br />question, Ms. Decker requested a vote from the Commission to determine if it were truly <br />necessary for staff to conduct a research of that magnitude. She noted that staff’s <br />resources were already stretched to the limit with ten applications per week, with staff on <br />vacation or leave, and overburdened clerical staff who already do a great deal of copying. <br />She added that the public citizens of Pleasanton also request research at the same time. <br /> <br />Commissioner O’Connor did not believe that research would be necessary. <br /> <br />Commissioner Olson noted that his reasoning followed that expressed by Ms. Harryman <br />that the power to select a Chair was also the power to go in the other direction as well. <br /> <br />Commissioner Narum recalled that when a Chair of the Parks and Recreation <br />Commission had resigned, they elected the Vice Chair immediately. She believed there <br />may be some precedent in that regard. She added this was the first meeting in the past <br />five months she has been sitting on the Planning Commission that she recalled the agenda <br />format had been followed. She was concerned about the relationship with staff as well as <br />the negative comments at the last meeting from the audience and members on both sides <br />of the Oak Grove vote regarding meeting management. She was astonished at how this <br />Commission was perceived with respect to how the meetings were being run. She noted <br />that based on her experience as previous Chair of the Parks and Recreation Commission <br />and the Golf Course Committee, it was a time-consuming job. She noted that her Chair <br />position was insignificant in comparison to the time commitment and responsibilities <br />required of the Planning Commission Chair. She commented that it may be that having a <br />little child makes it difficult for Chairperson Fox to get some of the things lined up. <br /> <br />Commissioner Narum was unable to complete her comments as Chairperson Fox <br />interrupted her to speak. <br /> <br />Chairperson Fox expressed resentment at Commissioner Narum’s comment regarding <br />having a little child. She noted that even with a small child, she spends a lot of time on <br />Commission matters and had missed only one meeting per year since 2003. She added <br />that she communicated with staff but does not set the agenda for staff. <br /> <br />Commissioner Narum noted that agenda items were moved around and had noticed staff <br />struggling with what Chairperson Fox wanted to do during the meetings. <br /> <br />PLANNING COMMISSION MINUTES July 11, 2007 Page 24 of 27 <br /> <br /> <br />
