The on-site grading and drainage plan, as well as the <br />on-site utility plans shall be submitted to and approved by <br />the City Engineer prior to submittal to the State for <br />approval. <br />18. That Vineyard Avenue be widened to a 52 ft, half-street <br />and that the developer shall dedicate and improve said street <br />to the extent required by the Subdivision Ordinance. <br />19. That a recreational use easement be granted to the City <br />over that part of the property labeled "area to be dedicated" <br />within the Arroyo del Valle from the top of the bank to the <br />property line. Said easement shall be granted prior to <br />any other dedication of this area. <br />20. That the existing overhead wooden pole line on Vineyard <br />Avenue be replaced underground unless it can be demonstrated <br />to the Public Works Director that this is economically <br />unfeasible. <br />21. That the landscaping treatment for the entire park and <br />each individual trailer space shall be improved as shown <br />on the site plan labeled Exhibit A. <br />22. That prior to the issuance of a building permit, the <br />applicant shall submit precise architectural and engineering <br />plans for the development as proposed and said plans shall <br />be checked by the Planning and Public Works Departments for <br />compliance with the preliminary plan. <br />23. That the applicant shall submit a more precise detailed <br />plan of the screen wall facing Vineyard Avenue and shall <br />provide a detailed landscaping plan to insure that trailers <br />backing onto Vineyard Avenue shall be properly screened. <br />24. That final plans be submitted subject to the approval of <br />the Planning Director. <br />25. That fire protection equipment and related utilities <br />shall be subject to the review and approval of the Fire <br />Chief. <br />26. That the recreational-administrative building be subject <br />to site plan, Landscaping and architectural review prior to <br />the issuance of a building permit. <br />27. That the fencing and entrance treatment be subject to <br />the approval of the Design Review Board. <br />28. That the developer dedicate necessary right-of-way on <br />Vineyard Avenue and construct street improvements in accord- <br />ance with the subdivision ordinance as though this develop- <br />ment were a subdivision. <br />29. That the sanitary sewer facilities be designed and <br />constructed in accordance with the City's standards and <br />specifications and that inspection fees be paid to the City <br />in accordance with the schedule used for subdivisions. <br />
