q. Redesign the private road serving Lots 27, 28, 29, 33, 34, and 35 as a 28-foot <br />wide public street and providing emergency vehicle access to the Grey Eagle <br />Estates subdivision with a 45-foot radius knuckle designed at the intersection <br />of the EVA and Lots 29 and 30. The plans shall be revised to eliminate the <br />cul-de-sac at Lots 27, 35, and 36. <br />r. Redesign the private road serving Lots 30 through 32 as a 20-foot wide <br />shared, private driveway with no sidewalk. <br />s. A combination of "V"-ditches with benches or "J"-ditches without benches <br />shall be installed on the new slope banks and shall be located every 35 <br />vertical feet for any slope bank greater than 30 feet in height. This standard <br />can be modified by the City Engineer based on the slope stability and the <br />preservation of trees and habitat areas. <br />t. Except for the trail staging area or a private driveway serving an individual lot, <br />which may be gated, at no time shall this development become a gated <br />community. <br />These items shall be reviewed in conjunction with the approved mitigation <br />monitoring plans and, where applicable, shall be modified to conform to these <br />plans. <br />4A:42. The storm drainage from each lot shall be directed to the street or an approved <br />storm drain system in accordance with Sections 2907(b)(5) and 7012(d) of the <br />1988 Uniform Building Code unless otherwise approved by the Chief Building <br />and Safety Official and the City Engineer. <br />4x-43. The design for any retaining wall or combination of retaining walls to be <br />constructed with this development including the private lots shall be first <br />submitted to the Planning Director for review and approval. All retaining walls <br />higher than four-feet from the top of the wall to the bottom of the footing shall be <br />reviewed by a registered civil engineer. Once approved by the Planning Director, <br />a detailed design/engineering plan and calculations prepared by a registered civil <br />engineer for the retaining wall shall be submitted to the Building and Safety <br />Division for review and approval before the issuance of a building permit. This <br />statement shall be added to the design guidelines. <br />42:44. The storm drain system not within a public street shall be private and shall be <br />maintained by an HOA or GHAD. Prior to the approval of the final subdivision <br />map, the project developer shall submit a maintenance plan for the storm drain <br />system to the City Engineer for review and approval. The HOA or GHAD shall <br />submit annual reports every spring to the City Engineer prepared by a licensed <br />Civil Engineer registered in the State of California regarding the status of the <br />storm drain system including a maintenance plan for the summer identifying any <br />deficiencies. The storm drain systems on the individual lots shall be maintained <br />by the lot owner. <br />City Council October 2, 2007 Page 20 of 41 <br />
