4-45. Unless otherwise approved by the City Engineer, all fill and cut slopes shall be <br />graded at a 3:1 (horizontal-to-vertical) slope. For slopes between lots, there shall <br />be a minimum, 2-foot wide "overbuild" area between the lot line(s) and the <br />slope's hinge point. This change shall be shown on the tentative subdivision <br />map and/or grading plan to the satisfaction of the City Engineer and shall be <br />subject to review/ approval by the Planning Commission. <br />44.46. The project developer shall post with the City prior to approval of final subdivision <br />map an adequate performance bond for all subdivision improvements both public <br />and private. <br />45:-47. Unless otherwise permitted by the City Engineer, all roof leaders shall be <br />connected to the storm drain system. This statement shall be added to the <br />development's design guidelines. <br />448. All subdrains installed by the project developer with the subdivision <br />improvements shall have a cleanout installed at the beginning of the pipe. The <br />bottom of the pipe shall terminate in a storm drain pipe or other storm drain <br />outfall, subject to the approval of the City Engineer. The project developer's civil <br />engineer shall submit a final subdrain location map to the City Engineer for <br />review and acceptance prior to the City Engineer's acceptance of the public <br />improvements. The locations of the lot's subdrains shall be attached to the <br />property deed. It shall be the responsibility of the homeowner to relocate the <br />subdrains if, during the excavation of a pool or other subsurface structure, the <br />subdrains are encountered. <br />4.49. The perimeter of all building and retaining wall foundations shall be designed with <br />subdrains unless otherwise approved by the City Engineer. The subdrains shall <br />be connected to the storm drain pipe or other storm drain outfall acceptable to <br />the City Engineer. This statement shall be added to the development's design <br />guidelines. <br />4:50. The project developer shall be responsible for the installation of the street lighting <br />system serving this development. The design and location of the streetlights <br />shall be shown on the improvement plans to the satisfaction of the City Engineer <br />and the Planning Director before recordation of the first final subdivision map. <br />The streetlights shall be designed, located, and maintained to minimize their <br />visibility from the adjoining developments and to minimize night-sky pollution to <br />the greatest extent possible. <br />451. In order to provide water service to the development, the project developer shall <br />either reconstruct the City's existing Grey Eagle hydro-pneumatic pump station to <br />a conventional water booster pump station, or design and install an entirely new <br />water booster pumping station either in the vicinity of the existing Grey Eagle <br />Pump Station or on "A" street in the general vicinity of Lots 1 and 7. The pump <br />station shall meet the demands of the new project and adjacent pressure zones <br />City Council October 2. 2007 Page 21 of 41 <br />
