The Oak Grove Open Space & Common Area Design Guidelines shall be <br />implemented by the project developer as conditions to the subject property. <br />3¢36. The project developer shall work with staff to further refine the landscape design <br />guidelines. The revised guidelines shall be subject to review and approval by the <br />Planning Director. <br />Development Standards <br />35:37.Only the following structures, uses, and activities shall be allowed in the open <br />space areas of the development covered by this approval: <br />a. Only the grazing of cattle, sheep, and goats shall be allowed on the open <br />space areas surrounding the 51 lots of this development. The grazing <br />activity, animal density, and supervision shall be subject to a grazing <br />management plan which shall be based on a combination of factors including, <br />but not limited to, the type of grazing (free-range and/or supplemented with <br />feed), the type of animal, the age of the animals, proximity to environmentally <br />sensitive areas, etc. The grazing management plan shall be prepared by the <br />applicant, submitted with the first final subdivision map, approved by the <br />Planning Director, and updated biannually by the City subject to an <br />environmental evaluation of the open space areas. As determined by the <br />Planning Director with the grazing management plan, the grazing areas shall <br />be fenced to prevent livestock from entering private lots, public streets, <br />private driveways, etc. <br />b. Local and regional public trails. The trails' locations shall avoid the <br />environmentally sensitive areas designated on the approved mitigation <br />monitoring plans. <br />c. One public trail staging area, to be determined by the City, generally located <br />in the area by the proposed City water tank limited to a single facility with <br />11 parking spaces, a public restroom, a horse trough, and a drinking fountain. <br />The project developer shall work with the Director of Parks and Community <br />Services to institute measures to discourage inappropriate behavior in the <br />staginq area. <br />d. Wildland fire management conducted by a GHAD or by the Homeowners <br />Association in the open space area and the public streets and private <br />driveways serving the project. <br />e. Urban stormwater runoff and treatment areas including detention ponds. <br />f. Maintenance of designated wildlife habitat areas by the City, the GHAD or its <br />designees on an as-needed basis subject to the requirements of the wildlife <br />management plan approved for this development. These areas may be <br />fenced as-needed based upon the mitigation monitoring plans. <br />g. City water tank and attendant facilities. <br />City Council October 2, 2007 Page 1 S of 41 <br />
