Add Biological Resources Guideline 4.7 on page 74 to read: "Pre-construction plant <br />surveys shall be conducted in all areas of development projects planned for ground <br />disturbance. Surveys shall focus on locating and counting Congdon's tarplant <br />individuals that may be impacted by project construction. The survey shall take place <br />between June and September within one year prior to project construction. If the <br />species is located, seed collection shall occur and a suitable location in a restored native <br />habitat azea shall be designated for Congdon's tarplant for seed planting. Three years of <br />mitigation monitoring shall be conducted to ensure that at least an equal number of <br />tarplant individuals are growing in the mitigation area as compensation for the loss of <br />individuals in the development area." <br />10. Amend Biological Resources Guideline 3.2 on page 73 to read as follows: "All <br />heritage trees to be removed shall be replaced at a 5:1 ratio at suitable locations on-site <br />prior to, or concurrent with, project construction. Newly planted trees shall be <br />monitored for a minimum of 10 years from their date of planting. If some trees are not <br />successfully established in their first planting, replacement trees shall be planted, and <br />the replacement trees shall be monitored for a minimum of five years from their date of <br />planting." <br />11. Add Open Space Guideline 2.1 on page 31 to read: "Setbacks for trail and infrastructure <br />construction shall be at least 100 feet from the existing certerline of the Arroyo or at <br />least ten feet from the outermost drip-line of existing trees along the main channel of <br />the Arroyo, whichever is greater. Alternatively, the City shall consult with California <br />Department of Fish and Game in any areas subject to its jurisdiction prior to any <br />proposed encroachment into a designated corridor. Replacement mitigation for <br />impacted ripazian habitat shall occur at a 2:1 ratio based on the acreage of habitat <br />impacted. Monitoring shall occur for a minimum of five years following mitigation <br />plan installation." <br />12. Add Biological Resources Guideline 3.3 on page 73 to read: "Prior to approval of <br />grading plans for development project sites containing heritage trees, a Tree <br />Preservation and Replacement Plan shall be prepared to identify existing trees to be <br />retained and removed, and replacement trees to be planted." <br />13. Add Biological Resources Guideline 4.8 on page 74 to read: "Mitigation measures <br />called for on pages 67 through 69 of the Draft Environmental Impact Report (DEIR) <br />shall be implemented for California tiger salamander, California red-legged frog, <br />western pond turtle, bats, raptors and songbirds, if conditions described in the DEIR are <br />found to exist." <br />14. Add Noise Attenuation Policy 8 and Guidelines 8.1 through 8.3 on page 72 to read: <br />"Incorporate noise attenuation measures into the planning and design of noise <br />generating use facilities located near nose sensitive uses. <br />
