EXHIBIT B <br />BERNAL PROPERTY PHASE II SPECIFIC PLAN <br />RECOMMENDED PHASE II SPECIFIC PLAN MODIFICATIONS <br />Apri126, 2006 <br />Add Noise Attenuation Policy 7 on page 72 to read: "Prepare project level noise studies <br />to evaluate the design and operation of outdoor uses that would attract significant <br />numbers of spectators and/or utilize sound amplification. The studies should <br />recommend appropriate noise reduction measures that could include sound berms, <br />building orientation, and/or interior noise reduction measures for adjacent project uses; <br />and/or operational measures such as limiting the number or types of events, regulating <br />event hours, and/or limiting amplified sounds." <br />2. Add Circulation System Guideline 5.4 on page 56 to read: "The provision of safe and <br />convenient pedestrian and bicycle access for children traveling to and from school <br />through the Bernal Property shall be of the highest priority." <br />3. Add Off-Site Coordination Guideline 1.4 on page 31 to read: "Schedule construction <br />work within the public right-of--way so as not to adversely affect the Annual Alameda <br />County Fair and Horse Race Meet." <br />4. Include "public wells" in the definition of "Public Utilities" on page 20. <br />5. Add Transportation Management Policy 3 on page 60 to read: "Plan specific <br />development projects within the Phase II Specific Plan area to incorporate provision for <br />transit use and other relevant measures to reduce reliance on the automobile." <br />6. Add Circulation System Policy 6 on page 56 to read: "Manage construction project <br />traffic circulation to minimize adverse impacts on roadway volumes, peak hour <br />congestion, and the physical condition of the road network." <br />Modify Biological Resources Policy 4 on page 74 to read: "Project special status <br />species by providing for identification and preservation or mitigation of those species at <br />the time specific projects are planned and implemented." <br />8. Modify Biological Resources Guideline 4.3 on page 74 to read: "Preconstruction <br />surveys shall be conducted for the western pond turtle and, if determined to be present <br />on-site, suitable protective measures shall be implemented through consultation with <br />the California Department of Fish and Game." <br />
