7. Potential for conflict with policies, plans, or programs supporting non-automobile <br />travel. <br />Finding. The City finds that the following measures, integrating Pleasanton General <br />Plan policies and design guidelines established by the Alameda County <br />Congestion Management Agency (CMA) for mitigation of vehicular traffic <br />impacts, have been included in the Specific Plan to support non-automobile <br />travel: <br />As part of the final site plan design, the City shall coordinate with the <br />Livermore Amador Valley Transit Authority (LAVTA) to establish a <br />policy to revise current transit routes to better serve the site. As part of <br />this coordination, provision and placement of bus stops should be <br />included to serve major destinations within the site, including the sports <br />fields and stadiums (baseball, soccer, and football/ lacrosse), the <br />potential cultural arts center, and the potential youth/community center. <br />In addition, bus stops should be located near trailheads or major access <br />points to trail and open space areas. <br />• All transit stops should include bus shelters or benches, trash <br />receptacles, and other street furniture as appropriate. <br />• At the potential cultural arts center, the youth/community center, and <br />other major facilities, provide direct access to the on-site bicycle and <br />pedestrian paths. <br />• Major facilities should include bike racks, bike parking, and bike storage <br />lockers. <br />• All bicycle and pedestrian facilities should be ADA (Americans with <br />Disabilities Act) compliant. <br />• Local groups who use the sports fields, the potential cultural arts center <br />and the youth community center should be encouraged to support <br />carpooling and vanpooling to events within the site. <br />• Preferential parking for carpools and vanpools should be provided. <br />Specific Plan, pp. 54-60; DEIR, p. 143-144. <br />Utilities and Service Systems <br />1. Potential impacts on storm drainage. <br />Findin .The City finds that mitigation measures identified for impacts on hydrology <br />and water quality would mitigate potential storm drainage impacts to the <br />less-than-significant level: <br />• The detention basins already built on the Phase II Specific Plan site have <br />been sized to accommodate anticipated development.
