4. Potential increase in traffic hazards due to a design feature or incompatible uses <br />Findin .The City finds that the planning process proposed for the selection and design <br />of specific uses to be developed under the Project would reduce the risk of <br />creating hazardous circulation conditions to the less-than-significant level: <br />• The access to the park-and-ride lot should be located to ensure that there <br />are adequate vehicle storage lane lengths for travel lanes on West Lagoon <br />Road at Bemal Avenue. <br />• The spacing of the proposed roundabouts along Pleasanton Avenue <br />between Bernal Avenue and Valley Avenue should be adequate to insure <br />no impacts between adjacent intersections. <br />In addition, the distance between Bernal Avenue and the first roundabout <br />to the south should be adequate to meet the northbound travel lane <br />requirements at Bemal Avenue. <br />Specific Plan, pp. 53-55; DEIR, p. 142. <br />5. Potential for inadequate emergency access (EVA) <br />Finding. The City finds that the planning process for the Phase II Specific Plan area <br />will allow for the incorporation into the circulation system of adequate <br />provisions for emergency vehicle access such that impacts would be reduced <br />to ales-than-significant level: <br />• As final site plans proceed for major uses including sports fields and <br />stadiums, the potential cultural arts center, and the potential youth/ <br />community center, consideration should be given to the provision of EVA <br />routes between those facilities and the basic circulation system. <br />As part of the final site plan design for open space and other publicly <br />accessible uses, provision for EVA to those uses should be considered. <br />DEIR, p. 142-143. <br />6. Potential for inadequate provision of parking <br />Findin .The City finds that, overall, the parking allocations provided for the Project <br />are reasonable and would minimize the occurrence of severe parking <br />shortages to ales-than-significant level: <br />• When development plans proceed for uses that would be major trip <br />amactors, estimates for the average number of people per vehicle should <br />be used to refine the proposed parking supply for each such use. <br />• Special events should be scheduled so that no more than one such event <br />occurs at any given time. <br />Specific Plan, pp. 58-59; DEIR, p. 147-150. <br />Bernal Property Phase II Specific Plan and Bernal Community Park Master Plan <br />Environmental Impact Report Findings and Statement of Overriding Considerations Page 20 of 24 <br />
