for some other uses and the absence of the park-and-ride facility proposed for the Project
and Alternative 1.
Findine: Feasible
The EIR identified several differences in the environmental effects of Alternative 2 as
compared with the Project:
Aesthetic: The siting of the cultural arts center closer to the center of the Central
Area would change its visibility from the vantage points illustrated in the
EIR (and from other locations). This changed pattern of visibility was
not, however, found to result in adverse environmental impacts.
Noise: The noise environment of the cultural arts center and the amphitheater
would be more affected by I-680 noise in the Alternative 2 location than
in the Project location, but the Project location would also be affected by
traffic noise from I-680 and, additionally, from Bernal Avenue. In both
cases the noise impacts were found mitigatable.
The noise environment of the Bernal Property is affected by ACE train
operations. Under Alternative 2, the train operations at the station would
generate noise as the trains decelerate on arrival, idle, and then accelerate
on departure. The noise would be in addition to the noise generated by
train passbys which is an element of the existing ambient noise condition
and all future conditions. Selection of Alternative 2 would require further
investigation of train idling noise and determination of whether noise
mitigations provided for in the Specific Plan should be implemented in
conjunction with the train station as well as (potentially) in the areas
identified in the Specific Plan (Figure 7-1).
Traffic: Overall peak hour trips would be about the same as the project, would
have the same general impacts, and would require the same mitigation
measures.
The relocation of the cultural arts center and the ACE Train Station
would change local circulation patterns. Under the cumulative plus
project condition, the intersections of Bernal Avenue/ Valley Avenue,
Bernal Avenue/Pleasanton Avenue, Valley Avenue/Case Avenue/
Junipero Street, and Junipero Street/Sunol Boulevard would require
mitigation measures, and those mitigations might be more extensive than
under the Project. The elimination of the park-and-ride facility would
reduce the traffic volumes at the intersection of Bernal Avenue/West
Lagoon Road.
The EIR did not find that the environmental impacts of Alternative 2 would be signifi-
cantly different from those of the Project. No adverse impacts were found for Alternative
2 that were not also found for the project, and Alternative 2 would not provide mitigation
of impacts significantly superior to the mitigation provided by the Project.
Bernal Property Phase II Specific Plan and Bernal Community Park Master Plan
Environmental Impact Report Findings and Statement of Overriding Considerations Page 7 of 2A
